Implementation Plan for Promoting the Full Decoration of Newly Built Houses in Yinchuan City (Draft for Comments)
The people's governments of all counties (cities) and districts, all departments and institutions directly under the municipal government:
In order to comprehensively improve the overall quality of residential construction in Yinchuan, promote the development of construction industrialization, reduce construction waste and secondary decoration pollution, and promote the urban construction of "one high, three modernizations", "green, high-end, harmonious and livable" in Yinchuan, according to the requirements of documents such as the Measures for the Administration of Interior Decoration of Residential Buildings (Decree No. 110 of the Ministry of Construction) and the Notice of the General Office of Yinchuan Municipal People's Government on Printing and Distributing the Implementation Plan of Yinchuan City on Vigorously Promoting the Development of Prefabricated Buildings (Yin Zheng Ban Fa [2018] No. 51) and in combination with the actual situation of our city, the following implementation plans are specially formulated:
General 1. requirements
Development of fully furnished housing, the implementation of finished housing,It is to thoroughly implement Xi Jinping's thoughts on socialism with Chinese characteristics in the new era, promote supply-side structural reforms, and conform to the people's yearning for housing quality and a better life in the new era. It is an important measure to improve the living environment and reduce pollution and save resources. A fully decorated house refers to a house in which the hard-fitting work of all functional spaces in the house is paved or painted before the house is delivered for use, the electrical, water supply and drainage, gas, ventilation and air conditioning, lighting power supply and intelligent systems are basically installed in place, and the basic facilities such as kitchen and toilet are fully configured to meet the basic use functions and can be directly occupied.
2. clarify the scope of implementation and objectives and tasks
(I) the scope of implementation. Since the date of issuance of this plan, the pilot work of full decoration of new residential buildings will be carried out in the whole city, focusing on the new residential projects (except demolition and resettlement houses) newly transferred or allocated on state-owned land in the urban planning area of three districts (Xingqing District, Jinfeng District and Xixia District) under the jurisdiction of Yinchuan City, and other counties (cities) will delimit the implementation scope of full residential decoration in the light of local conditions.
(II) target tasks.Starting from 2021, the pilot work of full decoration of new residential buildings will be carried out in the whole city, and the completed area of full decoration of new residential projects within the scope of implementation in the whole city will account for no less than 60% of the construction area of the project. Since then, in accordance with the principle of steady progress and annual increase,By 2025, strive to achieve 100 percent full renovation. Up to now, construction projects that have obtained residential land and have not yet been delivered can be developed by the construction method specified in the original approval, and the implementation of full decoration and finished product delivery is encouraged.Assembly buildings are 100 per cent fully renovated.
3. strengthen the construction management of full decoration
(I) strict planning approval conditions.When implementing the supply of new residential construction land within the scope, the Municipal Natural Resources Bureau shall specify the requirements for the development and construction of fully decorated residential buildings in the land transfer contract (or land allocation decision) and the general plan of the project planning. For fully decorated residential projects, when applying for a project construction and presale permit, the examination and approval department shall indicate that it is fully decorated on the permit.
(II) strengthen the management of examination and approval.The full decoration of newly-built residential buildings within the scope of implementation is included in the project design, construction drawing review, bidding, construction permit, completion acceptance and other links to realize the whole process management. In principle, the residential full decoration project requires the unified design of the main structure and decoration parts, the unified review of construction drawing design documents and the construction permit. Encourage the use of full decoration residential projects, the main body and decoration part of the design, procurement, construction integration.
(III) management requirements for full decoration design.The decoration project must be designed, and the design depth of the decoration project construction drawing shall meet the construction requirements and be used as an integral part of the construction project design documents. The construction drawing of the decoration project shall be completed simultaneously with the construction drawing of the main project, and the two construction drawings shall be closely linked to meet the requirements of integration of civil engineering and decoration.
(IV) the construction management requirements for full decoration.All divisional works such as wall paving, floor, suspended ceiling, interior doors and windows, details, waterproofing, kitchen and bathroom equipment and pipeline installation, heating and air conditioning, electrical installation and intelligent installation shall not only meet the relevant requirements of the Finished Residential Interior Decoration Standard (DB64/T688-2011), but also meet the relevant requirements of the Construction Code for Residential Decoration Engineering (GB50327).
(V) the management requirements for full decoration acceptance.The household acceptance shall be carried out before the completion acceptance of the commercial residential unit project. The household acceptance shall comply with the relevant requirements of the Standard for Interior Decoration of Finished Residential Sets (DB64/T688-2011), the quality acceptance of decoration works shall comply with the provisions of the Code for Quality Acceptance of Building Decoration Works (GB50210), and the fire protection acceptance of decoration works shall comply with the Code for Fire Protection Construction and Acceptance of Building Interior Decoration (GB50354). The quality of the decoration works shall not be lower than the standard of the model room. The permanent signboard established after the completion acceptance shall include the name of the main body responsible for the quality of the decoration project and the name of the main person in charge of the project.
(VI) implement the whole process of quality and safety supervision.The construction administrative department shall, in accordance with the relevant requirements of project quality management, bring the fully decorated residential projects into the scope of daily supervision, and strengthen the supervision and inspection of decoration materials. For fully decorated residential projects that violate the quality standards of residential construction and engineering and have major quality problems, we should strengthen the investigation and punishment according to law, and link the investigation results with the enterprise integrity platform.
(VII) actively promote the menu style decoration.According to the differentiated consumption demand, the construction unit reasonably customizes the decoration standards. Each house type shall provide at least three sets of decoration design schemes of different styles and grades. Each set of decoration scheme shall provide a menu of materials and equipment to choose from. For the personalized needs of buyers in accordance with laws, regulations and standards, the construction unit shall adjust the decoration design accordingly, and complete the adjustment of decoration design scheme and menu selection before the completion of the main project. All decoration schemes must strictly implement the relevant national standards such as the Code for Design of Residential Interior Decoration.Encourage construction units to use new technologies, new materials, green building materials, and adopt integrated kitchen and bathroom methods in fully decorated houses,Gradually realize the industrialization of residential decoration and improve the scientific and technological content of fully decorated residential buildings.
(VIII) strict pre (sales) management.After applying for the fully decorated residential presale permit, the construction unit shall specify the implementation plan and progress of the full decoration in the sales plan and report it to the competent department of the industry for the record. When selling fully decorated houses, the total price of the sales contract signed by the real estate development enterprise and the buyer shall include the decoration money, and shall not sign a decoration contract or supplementary agreement with the buyer for the full decoration part. The contract shall specify the decoration content, the brand and model of the parts used, and the quality warranty of the decoration project. In the construction stage, if the fully decorated residence cannot be implemented according to the contract due to the suspension of product model or other force majeure, it can be replaced with products of no less than the same grade.
(IX) the implementation of the "delivery model room" system.Before the presale of commercial housing, the construction unit shall complete the construction of the physical model house. The construction of the model house shall be carried out in strict accordance with the decoration design documents that have passed the examination by the construction drawing examination organization, truly reflecting the decoration standards and construction quality. Relevant information such as the selection contents of "menu-style" decoration, the parts and brands of decoration, the quality of decoration materials used and environmental protection certificates shall be publicized in the sales place. For some units that have not built model houses, if the main materials, parts and equipment models for full decoration are consistent with the "delivered model house", the "delivered model house" can be used as a reference standard. The delivery standard of fully decorated residential houses shall not be lower than the standard of model houses and signed contracts, and the retention time of model houses shall not be less than 6 months from the date of delivery of commercial houses.
4. strengthen the implementation of responsibility
(I) the main responsibility of all parties. All parties involved in the construction of new residential buildings should fully understand the significance of fully decorated residential buildings. The construction unit is the first responsible subject for the quality of fully decorated residential projects. It should set up a special project quality complaint acceptance and disposal organization to be responsible for the maintenance and handling of full decoration quality warranty quality complaints. The responsible subjects of design, construction and supervision shall perform their corresponding duties in strict accordance with laws and regulations, and shall be responsible for the quality of the whole decoration project.
(II) strengthen the regulatory responsibility of the industry. The construction administrative department should strengthen the quality supervision and management of fully decorated residential projects, increase inspections, and investigate and deal with violations of laws and regulations such as shoddy and fraudulent practices in the process of fully decorated residential projects, and transfer them to the Municipal Comprehensive Law Enforcement Bureau in accordance with regulations.
(III) the owner's responsibility. After the finished products of the fully decorated residential house are delivered, the buyer shall not dismantle and destroy the delivered fully decorated facilities without authorization, and shall not damage the load-bearing structure wall columns, beams and slabs, stressed steel bars, and dismantle and change the supporting facilities such as water, electricity, heating, and gas.
(IV) property management responsibilities. The property management unit shall manage the fully decorated residential buildings in the community, and shall promptly dissuade illegal decoration behaviors such as wanton demolition and modification; if the consequences have been caused or the rectification is refused, it shall promptly report to the law enforcement department.
5. job requirements
(I) strengthen organizational security. All departments should attach great importance to the promotion and management of the full decoration of new houses, earnestly strengthen the organization and leadership, implement it steadily, cooperate closely, establish a linkage mechanism as a whole, and coordinate and promote the development of the full decoration of new houses in Yinchuan City.
(II) strengthen supervision and management. All departments should take the promotion of the full decoration of newly-built residential buildings as an important task for the transformation and upgrading of real estate. The housing construction department should take the lead, implement the main responsibility, summarize and promote advanced experience in a timely manner, strengthen the guarantee of measures, strengthen supervision and management, and do a good job in real estate Market supervision and inspection work.
(III) extensive publicity and guidance. All departments should adopt various forms to vigorously publicize the construction purpose, significance and policy measures of fully decorated housing, improve the public's awareness and recognition of fully decorated housing, actively encourage the purchase of fully decorated housing, advocate resource-saving building consumption mode and lifestyle, and create a good atmosphere for promoting the sustainable development of fully decorated housing in our city.
