The guide stipulates that the exterior insulation materials of buildings in densely populated places should be Class A: public gathering places, public entertainment places, outpatient buildings and ward buildings of hospitals, teaching buildings, libraries, canteens and dormitories of schools, nursing homes, welfare homes, nurseries, kindergartens, reading rooms of public libraries, exhibition halls of public exhibition halls and museums, Production and processing workshops and staff dormitories of labor-intensive enterprises, the external walls shall be made of thermal insulation materials with combustion performance grade A.

General 1. requirements

1.1 Purpose

In order to prevent fires caused by building thermal insulation and exterior wall decoration, and to protect personal and property safety, this guide is formulated in accordance with the relevant provisions of national technical standards and specifications such as the GB50016-2014 Code for Fire Protection Design of Buildings (2018 Edition), the Technical Standard for Application of Building Fire Prevention and Blocking GB/T51410-2020, and in combination with the actual situation of Shanxi Province.

1.2 Scope of Application

All new construction, expansion, reconstruction (interior and exterior decoration, energy-saving renovation, use change, etc.) projects and temporary buildings in the administrative area of Shanxi Province shall be designed for building insulation and exterior wall decoration in accordance with this guide.

With a construction area of less than 300 square meters, less than two floors (including two floors), a span of less than 6 meters, farmers' self-built and self-occupied or village collective construction for offices, police offices, clinics, convenient service points, agricultural products processing workshops and other rural self-built low-rise houses shall be designed with reference to the relevant provisions of this guide.

In addition to the implementation of this guide, the design of building insulation and exterior wall decoration shall also comply with the relevant provisions of the current technical standards and specifications of the state and Shanxi Province.

1.3 basic requirements

For the selection and application of building insulation and exterior wall decoration materials, except for buildings with Class A combustion performance as specified in this guide, Class A materials should be adopted for other construction projects, and Class B2 and Class B3 materials are strictly prohibited.

Buildings and places with Class A materials for 2. insulation layer

2.1 General Provisions

2.1.1The exterior thermal insulation materials of buildings in crowded places shall be of Grade A. It mainly refers to public gathering places, public entertainment places, outpatient buildings and ward buildings of hospitals, teaching buildings, libraries, canteens and dormitories of schools, nursing homes, welfare homes, nurseries, kindergartens, reading rooms of public libraries, exhibition halls of public exhibition halls and museums, production and processing workshops and staff dormitories of labor-intensive enterprises, places for tourism and religious activities, etc.

1 Public gathering places mainly refer:

Hotels, restaurants, shopping malls, bazaars, passenger station waiting rooms, passenger terminal waiting halls, civil airport terminals, stadiums, halls, etc.

2 Public entertainment places mainly refer:

(1) theaters, video halls, auditoriums and other places for performances and screenings;

(2) Dance halls, karaoke halls and other singing and dancing entertainment venues;

(3) nightclubs, music cafes and restaurants with entertainment functions;

(4) Amusement and amusement places;

(5) Bowling alley, roller skating rink, sauna and other commercial fitness and leisure places.

2.1.2 In addition to the buildings with densely populated places, the external thermal insulation materials of the following other public buildings shall also be Class A materials.

1 Party and government office buildings at or above the prefecture level;

2 important communication, dispatch and command buildings;

3 provincial and above radio and television buildings;

4 buildings such as cultural relics and historic sites at the county level and above, archives at the prefecture level and above;

5 stock exchanges;

Office buildings of banks and other financial institutions at or above the provincial level;

7 Prisons, drug rehabilitation centers, detention centers, isolation rooms and other closed management places;

8 maternal and child services, rehabilitation, care and other related services;

9 Other units that are more likely to have a fire and that may cause heavy personal injury or property damage in the event of a fire.

2.1.3In addition to the provisions of 2.1.1 and 2.1.2, the external thermal insulation system of the building exterior wall without cavity between the base wall and decorative layer shall meet the following requirements:

1For residential buildings with a building height greater than 100m, the combustion performance of thermal insulation materials shall be Class A;

2Except for residential buildings and buildings listed in 2.1.1 and 2.1.2, when the height of other buildings is greater than 50 meters, the combustion performance of insulation materials shall be Class A.

2.1.4In addition to the provisions of 2.1.1 and 2.1.2, when the building height of the external thermal insulation system with cavity between the base wall and the decorative layer is greater than 24m, the combustion performance of the thermal insulation material shall be Class A.

2.2 other requirements

2.2.1 The internal and external walls and roof insulation materials of the elderly care facilities built independently and combined with other buildings with a total construction area of more than 500 ㎡ shall be of Class A combustion performance.

2.2.2When thermal insulation materials are used inside the building, the combustion performance of the thermal insulation materials shall be Class A.

2.2.3For residential houses with commercial outlets, the external insulation of commercial outlets shall be made of Grade A materials.

2.2.4For non-load-bearing exterior walls, room partitions and roof panels in buildings, when metal sandwich panels are indeed required, the core material shall be Class A, and the fire resistance limit shall meet the requirements of relevant national technical standards and specifications.

Structural measures for thermal insulation and fire protection of 3. buildings

3.1 construction requirements

3.1.1When the external wall of the building uses thermal insulation materials and the walls on both sides to form a cavity-free composite thermal insulation structure, the fire resistance limit of the structure shall comply with the relevant provisions of the corresponding national specifications; When the combustion performance of the thermal insulation material is B1, the walls on both sides of the thermal insulation material shall be made of non-combustible materials and the thickness shall not be less than 50mm.

3.1.2In addition to the case where the exterior wall of the building uses thermal insulation materials and the walls on both sides to form a cavity-free composite thermal insulation structure, when the exterior wall external thermal insulation system of the building uses thermal insulation materials with combustion performance of Class B1, the following provisions shall be met:

1For public buildings with a building height of more than 24m and less than 50m and residential buildings with a building height of more than 27m and less than 100m, the fire resistance integrity of exterior walls, doors and windows shall not be less than 0.50h h.

2 Horizontal fire barriers shall be provided on each layer of the insulation system. The fireproof isolation belt shall be made of materials with Class A combustion performance, and the height of the fireproof isolation belt shall not be less than 300mm.

3.1.3  The external thermal insulation system of the exterior wall of the building shall be provided with a protective layer on the surface of the non-combustible material, and the protective layer shall completely cover the thermal insulation material. Except for the case where the exterior wall of the building uses thermal insulation materials and the walls on both sides to form a cavity-free composite thermal insulation structure, when B1 grade thermal insulation materials are used, the thickness of the protective layer shall not be less than 20mm at the first floor and outdoor activity platform, and other layers shall not be less than 5mm, and shall meet the following requirements:

1 When there is no decorative structure such as dry hanging and patch outside the protective layer, steel wire mesh shall be added to the protective layer structure within the height range of 2m from the outdoor floor and outdoor movable platform to prevent collision damage and falling off.

2  When laying the insulation layer, the structure of the protective layer shall be strengthened at the weak parts such as the corners and joints to ensure the solid and reliable protection.

3.1.4The cavity between the external thermal insulation system of the exterior wall of the building and the base wall and decorative layer shall be blocked with fireproof blocking material at each floor, and shall meet the following requirements:

1 Backing materials such as mineral wool shall be completely filled at the level of the floor, and the filling height of the backing material shall not be less than 200mm;

2The top of the backing material such as mineral wool shall be covered with elastic fireproof plugging material;

3 The structure of fireproof plugging shall be self-bearing and adapt to the deformation of the gap.

3.1.5  When B1 grade thermal insulation material is used in the roof external thermal insulation system of the building, non-combustible material shall be used as the protective layer, and the thickness of the protective layer shall not be less than 10mm.

When the roof and exterior wall external thermal insulation system of the building adopt B1 grade thermal insulation material, the non-combustible material with a width of not less than 500mm shall be used between the roof and the exterior wall to set fire isolation belt.

3.2 other measures

3.2.1 Building exterior insulation system should give priority to the use of thermal insulation structure integration technology.

3.2.2It is forbidden to pass through or lay the electric lines with the combustion performance of B1 and below in the thermal insulation materials with the combustion performance of B1; when it is really necessary to pass through or lay, non-combustible cables shall be used, metal pipes shall be worn and non-combustible thermal insulation materials shall be used around the metal pipes for fire protection and other fire protection measures.

Key Points of Fire Protection Design for 4. Exterior Wall Decoration

Selection of 4.1 materials

4.1.1  The decorative layer of the exterior wall of the building shall be made of materials with Class A combustion performance. However, when the building height is not more than 50m, B1 grade materials can be used except for the buildings listed in 2.1.1 and 2.1.2.

4.1.2The combustion performance of other decorative components shall not be lower than the combustion performance level of the thermal insulation material used in the outer wall.

4.2 other measures

4.2.1  When the electrical circuits of billboard light box and logo set outside the building need to pass through or be laid on the outer wall, the metal pipe shall be used for protection, and the internal light source shall be cold light source.

4.2.2The exterior wall decoration components of the newly-built antique buildings shall be made of non-combustible or flame-retardant materials, and corresponding fire prevention measures shall be taken for flame-retardant materials, so that the fire resistance limit shall not be less than 1.00h.

5. Supplementary Provisions
