On the occasion of the sixth National Science and Technology Workers' Day, on behalf of China Building Materials Group, I would like to extend holiday greetings to all scientific and technological workers!

Over the past year, the group has thoroughly implemented the directive spirit of "central enterprises should bravely shoulder heavy burdens, dare to take the lead, and be the source of original technology" put forward by General Secretary Xi Jinping, and actively create original technology sources in the field of inorganic non-metallic materials in accordance with the relevant work arrangements of the State-owned assets Supervision and Administration Commission. Selected as the first batch of original technology sources of central enterprises, organized and implemented the group's original technology sources and key core technology research ". We advocate open scientific research, practice a new national system of scientific and technological innovation, and jointly carry out joint research with 90 units, including relevant scientific research institutes, universities and enterprises. The group has given a special fund of 0.34 billion yuan for the unveiling project as the "seed" fund for tackling key problems. The first 0.114 billion yuan has been fully allocated. The innovative "seed" fund is mainly used for scientific research direction guidance and performance awards for key scientific research personnel.

Over the past year, the Group has deepened the reform of the scientific and technological system and mechanism, and promoted the implementation of the incentive and guarantee mechanism for scientific and technological innovation in central enterprises. The group has given young and middle-aged scientific and technological workers the opportunity to take on great responsibilities in the research of original technology sources and key core technologies. According to statistics, there are 810 key scientific research personnel, with an average age of 40. The proportion of key scientific research personnel under 45 years old is 74%, and the proportion under 35 years old is 35%. We will expand the independent authority of key research projects, encourage instructors to lead apprentices, strengthen basic research, and give project technical leaders full independent authority in fund management, performance expenditure, etc. To increase the incentive of scientific research personnel, 30% of the group's special funds can be used as performance award projects/project leaders, scientific research backbone, etc., and will not be included in the total wages of the unit.

The majority of scientific and technological workers of the Group overcome difficulties and promote the Group's high-level scientific and technological self-reliance. General Secretary Xi Jinping fully affirmed the group's scientific and technological innovation achievements at the National "13th Five-Year" Scientific and Technological Innovation Achievement Exhibition and the Lunar Exploration Project Achievement Exhibition. The group has fully exceeded the six key tasks of the SASAC, and has been commended by the SASAC for many times; it has formulated the first international standard in the field of carbon fiber in my country, and the two achievements have won the first prize of national scientific and technological progress and the second prize of technological invention respectively. Low-heat cement helps Baihetan to build a "seamless dam", overcomes the world problem of glass solidification of high-level nuclear waste liquid, helps to achieve a breakthrough in China's zero high-level waste liquid treatment capacity, neutral borosilicate medicinal glass escorts the production of domestic new crown vaccine, Xining 10,000-ton carbon fiber base was selected as "Top Ten Super Projects of Central Enterprises", and a large number of new materials and technologies are widely used in major national projects such as space stations, Shenzhou spacecraft, Tianwen 1, weapons and equipment. Take the lead in undertaking major national research projects, and promote a series of key core technologies such as CR929 wide-body passenger aircraft fuselage materials and structures. T800 grade carbon fiber has reached the international first-class level and has been pre-approved by COMAC PCD. Take the lead in building the country's first "double carbon" public service platform for raw materials industry, and carry out research on low-carbon zero-carbon negative carbon, CCUS, hydrogen fuel substitution, key technologies and standards.

On May 17, Hao Peng, Secretary of the Party Committee and Director of the State-owned Assets Supervision and Administration Commission of the State-owned Assets Supervision and Administration Commission, went to the group for research and proposed, "We must insist on scientific and technological self-reliance and accelerate the creation of a source of original technology for key materials.".
