Yang Jie pointed out that judging from the situation of the enterprises inspected, the overall completion rate of the three-year rectification of the headquarters of each enterprise reached an average of 90.33 percent, and that of the affiliated enterprises reached 92.65 percent. The overall situation was basically in line with expectations, but some enterprises still lagged behind in progress. This year is the final year of inspection and rectification. The party committees of enterprises at all levels of the group must increase their sense of urgency and promote the completion of various rectification tasks with quality and quantity. The second district meeting achieved full coverage of the supervision and inspection of the group's directly managed enterprises. The party committees of the directly managed enterprises must effectively assume the "main responsibility". The Commission for Discipline Inspection must strengthen supervision and carry out supervision and inspection of affiliated enterprises at all levels in accordance with the requirements of the rectification goals. Achieve full coverage and effectively ensure that the inspection and rectification tasks can be completed on schedule, with quality and quantity.
In view of the next step of inspection and rectification work, Yang Jie put forward three requirements: first, strengthen organizational leadership and implement the main responsibility. The main responsibility for rectification is the party committee, and the party committees at all levels of the group must shoulder the responsibility. The secretary of the party committee must be the first person responsible for rectification, grasp the time node, and complete the rectification task closely around the three lists. The members of the team should earnestly perform one post and two responsibilities, promote the implementation of rectification responsibilities, and ensure that the leaders continue to follow up at the enterprise level, so as to achieve full coverage. The second is to rectify every article, and every article has its place. Keep an eye on it and keep an eye on it. The inspection and rectification supervision will be incorporated into the large supervision system, and other rectification supervision will be promoted as a whole. Third, multiple measures should be taken to ensure the effectiveness of rectification. Yang Jie put forward work requirements for discipline inspection institutions at all levels of the group, to give full play to the primary responsibility of supervision, grasp the key accurate performance. Closely focus on "managing key people, managing key places, managing key things, and managing key times", so as to achieve supervision without dead ends and maximize efficiency.
Yang Jie pointed out that the party organizations of all enterprises should take more effective measures to coordinate production safety, epidemic prevention and control, and production and operation, and implement the central government's requirements of "epidemic prevention, economic stability, and development safety. From the aspect of re-understanding of state-owned enterprises, Yang Jie emphasized that state-owned enterprises are the unity of political and economic attributes; from the aspect of re-understanding of the value of party building, he profoundly expounded that party building is the unique advantage of enterprises, not only has political functions, but also management functions, and is the intangible assets of enterprises; this paper deeply analyzes the problems existing in the long-term mechanism of building a clean and honest government in state-owned enterprises, such as the poor operation of the supervision mechanism, the inadequate implementation of the responsibility system, and the lack of serious handling of violations of discipline, and with fresh cases from both positive and negative aspects, it profoundly expounds the importance of strict party political discipline.
