Opinions on Building Energy Efficiency and Green Building Development in Hubei Province in 2020

2020 is the final year to complete the "13th Five-Year Plan" goal. This year, the province's building energy conservation and green building development work must adhere to the concept of green development, closely focus on the requirements of the Ministry of Housing and Urban-Rural Development and the province's "13th Five-Year" building energy conservation and green building development planning, and strive to improve building energy efficiency and green building expansion and quality. Successfully completed the goals and tasks of the 13th Five-Year Plan for building energy conservation. This year's main work objectives and tasks are to fully implement low energy consumption standards for new buildings in cities and towns in the province, and to fully implement green building standards in urban areas above the county level. The province's new building energy-saving capacity reached 770500 tons of standard coal;Development of green building 14 million ㎡,Urban green buildings account for more than 40% of new buildings. Promote the energy-saving renovation of existing public buildings and residential buildings in accordance with local conditions, combine with the implementation of the renovation and upgrading of old urban communities, implement key renovation buildings and areas, and increase energy-saving renovation efforts. In-depth implementation of public building energy efficiency improvement actions, strengthen the construction of public building energy consumption monitoring platform. Implement the building energy-saving information statistical report system, organize and carry out building energy consumption statistics. Promote public building energy consumption monitoring, energy auditing, energy consumption quotas, energy efficiency publicity, etc., establish and improve building energy consumption information publicity mechanisms, guide public buildings to operate in an energy-saving manner, and further reduce building energy consumption.

We will improve the policy incentive mechanism, increase financial incentives for green ecological urban areas, high-quality green buildings and green building materials, and actively strive for policy support such as green finance and tax incentives. Strengthen management and technical training, focus on the "Building Energy-saving Construction Quality Acceptance Standards" and the publicity and implementation training of the newly promulgated building energy-saving standards of the country and our province, and improve the professional skills of employees. Strengthen public opinion publicity and guidance, combined with the "Energy Conservation Publicity Week and Low Carbon Day" activities, organize and carry out various publicity activities such as green buildings entering communities and families, and effectively raise the awareness of green life of the whole people.
