Development Goals, Tasks and Work Points of Building Energy Efficiency, Green Building and Prefabricated Building in Wuhan in 2020

 

1. guiding ideology

2. work objectives

 

(I) strict implementation of building energy efficiency standards

 

New buildings strictly implement the energy-saving design standards for public buildings and energy-saving design standards for low-energy residential buildings, and the implementation rate of building energy-saving standards has reached 100 per cent.

 

(II) promotes green building

 

The proportion of new green buildings in each district shall not be less than 95%No less than 3 green building identification projects, and no less than 1 provincial green building demonstration project. The implementation rate of green building standards for new buildings in the design stage is 95 per cent, and for completed building projects designed in accordance with green building standards, the implementation rate is 100 per cent. The city's green building completed area of not less than 5.335 million square meters.

 

(III) Development of Prefabricated Buildings

(VII) Promote Energy-saving Renovation of Existing Buildings

 

Each district should complete the energy-saving renovation project of existing buildings of more than 60000 square meters, and the area of energy-saving renovation of existing buildings in the whole city should reach 826000 square meters.

The energy-saving capacity of new buildings in each central urban area reaches more than 15000 tons of standard coal, and the energy-saving capacity of new buildings in each new urban area, Wuhan East Lake New Technology Development Zone, Wuhan Economic and Technological Development Zone, and Dongxihu District reaches more than 25000 tons of standard coal;The city's new building energy-saving capacity reached more than 290900 tons of standard coal.

Enhancing Building Energy Efficiency (II) Strengthening Supervision and Inspection

 

1. Do a good job in the "building energy efficiency construction quality acceptance code" GB50411-2019 "external wall thermal insulation engineering technical standards" (JGJ144-2019) and other new building energy efficiency standards learning understanding and supervision of the implementation,Strictly implement the closing management requirements of the six special projects of building energy conservation (design, drawing review, construction, supervision, supervision, and acceptance), and effectively strengthen the construction quality supervision of thermal insulation projects and energy-saving doors and windowsIncrease daily inspections, administrative penalties and publicity of bad behaviors, and organize 1-2 special inspections of building energy conservation.

 

2. Strengthen the supervision of the design, construction, and acceptance process, and strictly implement the relevant regulations on the application and management of the scale of renewable energy buildings in Wuhan. Hotels, hospitals and other public buildings with stable hot water demand, residential buildings below 100 meters, and more than 20000 square meters Public buildings that have not designed and installed renewable energy systems shall not pass the construction drawing review, shall not agree to organize project acceptance, and shall not go through the completion acceptance record, encourage other construction projects that meet the application conditions to use solar energy, air energy, shallow ground energy and other renewable energy.

 

3. Support the pilot demonstration of passive ultra-low energy buildings or near-zero energy buildings, and guide the "Lingyue Washington Project Building 5" to complete the pilot construction of ultra-low energy buildings.

 

(III) promote the quality of green construction, improve the level of development.

 

1. New buildings fully implement the relevant national, provincial and municipal standards and policies for green buildings, strengthen the acceptance management of green building projects, strictly implement the "Green Building Design and Project Acceptance Standard" (DB42/T 1319-2017), and incorporate the acceptance data of green building projects into the management of project completion acceptance filing data and project archives data. Organize and carry out special inspection of green buildings at least once a year.

3. Organize and carry out the application, evaluation, identification and acceptance of prefabricated building demonstration projects, and strengthen the publicity, promotion and exchange of demonstration projects.

 

4. Scientifically plan the layout of the city's prefabricated construction industrial bases, and actively support qualified industrial bases to apply for national demonstration bases. Guide the development of established industrial bases into modern industrial parks for the construction industry,Cultivate a number of leading enterprises with the general contracting strength of assembly-type construction projects.

 

5. Start the evaluation of prefabricated buildings; support the prefabricated building branch of Wuhan Construction Industry Association to carry out star evaluation of prefabricated concrete component production enterprises, guide prefabricated concrete component production enterprises to further improve standards, strengthen management, and improve the quality of prefabricated components.

 

6. Promote general contracting (EPC) and building information modeling (BIM) technologies in assembly buildings, organize and carry out assembly building policies, technologies, standards and quality assessment, and provide a basis for the formulation of the "14th Five-Year Plan" development plan.

 

(V) strengthen the green production and quality behavior supervision of ready-mixed concrete (mortar), and increase the "ban" work.

 

1. Further implement the "Notice on Printing and Distributing the Interim Measures for the Administration of Ready-mixed Concrete in Hubei Province" (E Jianwen [2018] No. 50), "Administrative Measures for the Prevention and Control of Dust Pollution in Wuhan" (Municipal Government Order No. 287) and "Green Production and Management Technical Regulations for Ready-mixed Concrete" (JGJ/T328-2014).

 

2. Strengthen the comprehensive supervision and management of ready-mixed concrete (mortar) production sites, strengthen the standardized supervision of ready-mixed concrete (mortar) quality behavior and green production, and further promote the green production upgrade and transformation of ready-mixed concrete production sites. In terms of dust pollution prevention and control measures, "three seals, three matches and one hardening" are realized, that is, the mixing building, silo and belt conveyor are fully enclosed, flushing and cleaning facilities for import and export transport vehicles, three-stage sedimentation tank and sand and gravel separator are fully equipped, and the pavement in the plant area is fully hardened (except for green areas).

 

3. Further strengthen the management of technical and quality personnel such as technical leaders and laboratory directors of ready-mixed concrete production stations, equipment and use of facilities, data standards and quality behaviors, so as to ensure the quality and safety of the project.

 

(VI) promote the identification of green building materials and promote new wall materials and green building materials

 

1. Do a good job in the identification and acceptance of new wall materials in the city, strengthen the supervision and inspection of the identified product enterprises, and ensure the quality of the identified products. Each district has no less than one special inspection of the certified product enterprises throughout the year.

2. Strengthen the design and construction management of energy-saving renovation of existing buildings, promote the implementation of energy-saving renovation in the three-old renovation and facade lighting projects, and broaden the implementation path of energy-saving renovation of existing buildings.

3. 4.
