Establishing and improving the green and low-carbon circular development economic system and promoting the comprehensive green transformation of economic and social development is the basic strategy to solve the ecological problems of resources and environment in China. In order to implement the deployment of the 19th National Congress of the Communist Party of China and accelerate the establishment and improvement of a green and low-carbon circular development economic system, the following opinions are hereby put forward.

Focus on energy conservation and environmental protection, clean production, clean energy, etc., take the lead in making breakthroughs, do a good job in the integration and development of agriculture, manufacturing, service industry and information technology, and comprehensively promote the green upgrading of primary, secondary and tertiary industries and infrastructure.

Adhere to the innovation lead. Deeply promote technological innovation, model innovation, and management innovation, accelerate the construction of a market-oriented green technology innovation system, implement new business models, and build a strong and effective policy support system.

Persist in seeking progress while maintaining stability. We will do a good job in the organic combination of green transformation with economic development, technological progress, industrial succession, stable employment, and improvement of people's livelihood, and actively, steadily, and persistently promote it.

Adhere to market orientation. In the green transformation, give full play to the guiding role of the market, the main role of enterprises, and the role of various market trading mechanisms to inject strong impetus into green development.

(III) the main objective. By 2025, the industrial structure, energy structure and transportation structure will be significantly optimized, the proportion of green industry will be significantly increased, the green level of infrastructure will be continuously improved, the level of clean production will be continuously improved, the green transformation of production and lifestyle will be remarkable, the allocation of energy resources will be more reasonable, the utilization efficiency will be greatly improved, the total emission of major pollutants will be continuously reduced, and the ecological environment will be continuously improved, The market-oriented green technology innovation system is more perfect, the system of laws, regulations and policies is more effective, and the production system, circulation system and consumption system of green and low-carbon circular development are initially formed. By 2035, the endogenous driving force of green development will be significantly enhanced, the scale of green industry will reach a new level, the utilization efficiency of energy resources in key industries and key products will reach the international advanced level, green production and lifestyle will be widely formed, carbon emissions will decline steadily after reaching the peak, the ecological environment will be fundamentally improved, and the goal of building a beautiful China will be basically achieved.

2. a sound production system for green and low-carbon circular development

Develop ecological recycling agriculture, improve the level of resource utilization of livestock and poultry manure, promote the comprehensive utilization of crop straw, and strengthen the treatment of agricultural film pollution. Strengthen the protection and improvement of cultivated land quality, and promote the comprehensive management of degraded cultivated land. The development of forestry circular economy, the implementation of forest ecological mark product construction project. Vigorously promote water conservation in agriculture and popularize efficient water conservation technologies. Promote healthy aquaculture. Implementation of pesticides, veterinary antibiotics use reduction and origin of environmental purification action. Strengthen the unified planning of aquaculture waters and beaches in accordance with the law. Improve the relevant waters of the fishing ban management system. Promote the deep integration of agriculture and tourism, education, culture, health and other industries, and accelerate the integrated development of primary, secondary and tertiary industries.

(VI) improve the level of green development of the service industry. Promote the green upgrading of commercial enterprises and cultivate a number of green circulation subjects. Orderly development of travel, accommodation and other areas of sharing economy, standardize the development of idle resources trading. Accelerate the green transformation of the information service industry, do a good job in the green construction and transformation of large and medium-sized data centers and network computer rooms, and establish a green operation and maintenance system. Promote the green development of the exhibition industry, guide the formulation of industry-related green standards, and promote the recycling of exhibition facilities. Promote the use of low volatile organic content raw materials in auto repair, decoration and other industries. Advocate hotels, catering and other industries do not take the initiative to provide disposable supplies.

(VII) and strengthen the green environmental protection industry. Build a number of national green industry demonstration bases to promote the formation of an open, collaborative and efficient innovation ecosystem. Accelerate the cultivation of market players, encourage the establishment of mixed-ownership companies, and create a number of large-scale green industrial groups; guide small and medium-sized enterprises to focus on their main businesses to enhance their core competitiveness, and cultivate "specialized, special and new" small and medium-sized enterprises. The implementation of contract energy management, contract water-saving management, environmental pollution third-party governance and other models and environmental governance effect-oriented environmental trusteeship services. Further liberalize energy conservation and environmental protection competitive businesses in the fields of petroleum, chemical industry, electric power, and natural gas, and encourage public institutions to implement energy trusteeship services. Timely revision of the green industry guidance directory to guide the direction of industrial development.

(VIII) upgrade the recycling level of industrial parks and industrial clusters. Scientifically formulate plans for the development and construction of new industrial parks, carry out planning environmental impact assessments in accordance with laws and regulations, strictly enforce access standards, improve the circular industrial chain, and promote the formation of industrial circular coupling. We will promote the circular transformation of existing industrial parks and industrial clusters, and promote the co construction and sharing of public facilities, the cascade utilization of energy, the recycling of resources and the centralized and safe disposal of pollutants. Encourage the construction of electricity, heat, cold, gas and other energy sources of integrated energy projects. Encourage the construction of centralized storage, pretreatment and disposal facilities for hazardous waste in chemical and other industrial parks.

(IX) build a green supply chain. Encourage enterprises to carry out green design, select green materials, implement green procurement, create green manufacturing processes, promote green packaging, carry out green transportation, and do a good job in recycling waste products to achieve green environmental protection throughout the product cycle. Select about 100 enterprises with high enthusiasm, great social influence and strong driving role to carry out green supply chain pilot projects and explore the establishment of a green supply chain system. Encourage industry associations to improve the level of greening of the industry's supply chain through the formulation of norms, consulting services, and industry self-discipline.

3. a sound circulation system for green and low-carbon circular development

Actively adjust the transportation structure, promote multimodal transportation such as hot metal, public rail, and public water, and accelerate the construction of special railway lines. Promote green and low-carbon means of transport, eliminate the renewal or renovation of old vehicles and ships, give priority to the use of new energy or clean energy vehicles in port and airport services, urban logistics and distribution, postal express delivery and other fields. Accelerate the construction of electrical facilities at ports and ports, and support airports in the construction and application of alternative equipment for aircraft auxiliary power units. Support logistics enterprises to build a digital operation platform, encourage the development of intelligent storage, intelligent transportation, and promote the establishment of a standardized pallet recycling system.

(11) Strengthen the recycling of renewable resources. Promote the "two-network integration" of garbage classification and recycling of renewable resources, and encourage local governments to establish regional trading centers for renewable resources. Accelerate the implementation of the extended producer responsibility system and guide production enterprises to establish a reverse logistics recovery system. Encourage enterprises to adopt modern information technology to realize the organic combination of online and offline waste recycling, cultivate new business models, build leading enterprises, and enhance the overall competitiveness of the industry. Improve the recycling system of used household appliances and promote typical recycling models and experiences. We will speed up the construction of a recycling system for waste materials, strengthen the recycling of waste paper, waste plastics, waste tires, scrap metal, waste glass and other renewable resources, and improve the output rate and recycling rate of resources.

(12) Establish a green trading system. We will actively optimize the trade structure, vigorously develop trade in high-quality and high-value-added green products, and strictly control the export of high-polluting and energy-consuming products. Strengthen international cooperation on green standards, actively lead and participate in the formulation of relevant international standards, promote conformity assessment cooperation and mutual recognition mechanisms, and do a good job in linking green trade rules with import and export policies. Deepen green "Belt and Road" cooperation, expand energy conservation, environmental protection, clean energy and other fields of technical equipment and service cooperation.

4. and Improve the Consumption System of Green and Low-carbon Circular Development

(14) Advocate a green and low-carbon lifestyle. Strict economy, resolutely stop food waste behavior. Promote the classification, reduction and recycling of domestic waste according to local conditions, and carry out publicity, training and effectiveness evaluation. Solidly promote the whole chain of plastic pollution control. Promote excessive packaging governance, and promote production operators to comply with mandatory standards that restrict excessive packaging of goods. Improve the intelligent level of the transportation system and actively guide green travel. Carry out in-depth patriotic health campaign, clean up the environment is dirty and messy, and create a livable living environment. Carry out green life creation activities.

5. Accelerates Green Upgrading of Infrastructure

(15) Promote the green and low-carbon transformation of the energy system. Adhere to the priority of energy conservation, improve the total energy consumption and intensity of dual control system. Increase the proportion of renewable energy utilization, vigorously promote the development of wind power and photovoltaic power generation, and develop hydropower, geothermal energy, ocean energy, hydrogen energy, biomass energy, and solar thermal power generation according to local conditions. Accelerate the development and promotion of large-capacity energy storage technology, and enhance the collection and delivery capacity of the power grid. (16) Promote the upgrading of urban environmental infrastructure construction. Promote full coverage of urban sewage pipe networks. Promote the "plant-network integration" of urban domestic sewage collection and treatment facilities, accelerate the construction of sludge harmless resource disposal facilities, deploy sewage resource utilization facilities according to local conditions, and basically eliminate urban black and odorous water bodies. Accelerate the construction of urban domestic waste treatment facilities, promote domestic waste incineration power generation, and reduce domestic waste landfill treatment. Strengthen the construction of centralized disposal capacity of hazardous waste, improve the level of information and intelligent supervision, and strictly implement the management system of business license. Improve the emergency treatment capacity of medical waste. Do a good job in the resource utilization and harmless treatment of kitchen waste. Promote the construction of large-scale desalination facilities in coastal water-scarce cities.

(17) Improve the green development level of transportation infrastructure. The concept of ecological and environmental protection runs through the whole process of transportation infrastructure planning, construction, operation and maintenance, intensively uses land and other resources, reasonably avoids land space with important ecological functions, and actively builds green roads, green railways, green waterways, green ports, and green airports. Strengthen the construction of supporting infrastructure such as charging and changing electricity and hydrogenation of new energy vehicles. Actively promote the application of warm mix asphalt, intelligent ventilation, auxiliary power replacement and energy-saving lamps, sound barriers and other advanced energy-saving and environmental protection technologies and products. Increase the comprehensive utilization of waste resources in project construction, and promote the resource utilization of waste pavement, asphalt, dredged soil and other materials and construction waste.

(18) Improving the living environment in urban and rural areas. Relevant spatial planning should implement the concept of green development, coordinate urban development and safety, optimize spatial layout, reasonably determine development intensity, and encourage cities to leave white and green. Establish a "beautiful city" evaluation system and carry out "beautiful city" construction pilot. Enhance urban flood control and drainage capacity. Carry out green community creation actions, vigorously develop green buildings, establish a unified green building identification system, and promote the greening of community infrastructure and energy-saving transformation of existing buildings in combination with the transformation of old urban communities. Establish a rural construction evaluation system to promote the short board of rural construction. Accelerate the improvement of the rural human settlement environment, and promote rural toilet improvement, domestic waste treatment and sewage treatment, village appearance improvement, and rural greening and beautification according to local conditions. We will continue to do a good job in rural clean heating and renovation of old and dilapidated houses to create a clean, tidy, orderly and beautiful village environment.

6. the Construction of Market-oriented Green Technology Innovation System

(19) Encourage research and development of green and low-carbon technologies. We will implement the action of tackling key problems in green technological innovation, and lay out a number of forward-looking, strategic and subversive scientific and technological research projects around energy conservation and environmental protection, clean production, clean energy and other fields. Strengthen the dominant position of enterprises in innovation, support enterprises to integrate universities, scientific research institutes, industrial parks and other forces to establish market-oriented green technology innovation consortia, and encourage enterprises to lead or participate in green technology research and development projects supported by financial funds, and green technology with clear market orientation Innovation project.

(20) Accelerate the transformation of scientific and technological achievements. Actively use the first (set) of major technical equipment policy to support the application of green technology. 7. Improve the System of Laws, Regulations and Policies

(21) Strengthen the support of laws and regulations. Promote the improvement of laws and regulations on promoting green design, strengthening cleaner production, improving resource utilization efficiency, developing circular economy, strict pollution control, promoting the development of green industries, expanding green consumption, implementing environmental information disclosure, and responding to climate change. Strengthen law enforcement supervision, increase the investigation and accountability of illegal acts, and strengthen the work of administrative law enforcement agencies, supervisory agencies, and judicial agencies.

(22) Improve the green fee pricing mechanism. Improve the sewage treatment charging policy, in accordance with the principle of covering the operation of sewage treatment facilities and the cost of sludge treatment and disposal and making reasonable profits, reasonably formulate sewage treatment charging standards, and improve the dynamic adjustment mechanism of standards. In accordance with the principle of producer payment, establish and improve the domestic waste disposal charging system, and each region can implement differentiated management such as classified pricing, measurement and charging according to local actual conditions. We will improve the energy-saving and environmental protection electricity price policy, promote the comprehensive reform of agricultural water prices, and continue to implement the residential ladder electricity price, gas price and water price system.

(23) Increase fiscal and tax support. We will continue to use financial funds and budgetary investment to support environmental infrastructure to make up for weaknesses, the development of green environmental protection industries, the efficient use of energy, and the recycling of resources. We will continue to implement preferential policies such as income tax and value-added tax on energy conservation, water conservation and environmental protection, comprehensive utilization of resources, contract energy management, and third-party treatment of environmental pollution. Do a good job of resource tax collection and water resources fee tax reform pilot work.

(24) Vigorously develop green finance. We will develop green credit and green direct financing, and intensify the evaluation and assessment of the green financial performance of financial institutions. Unify green bond standards and establish green bond rating standards. Develop green insurance and play the role of insurance rate adjustment mechanism. Support the listing and financing of qualified green industry enterprises. Support financial institutions and related enterprises to carry out green financing in the international market. Promote the convergence of international green financial standards and promote the two-way opening of green financial markets in an orderly manner. Promote climate investment and financing.

(25) Improve green standards, green certification system and statistical monitoring system. Carry out the top-level design and system planning of the green standard system to form a comprehensive and systematic green standard system. Accelerate the construction of standardization support institutions. Accelerate the construction of green product certification system, cultivate a number of professional green certification bodies. We will strengthen statistical monitoring in the fields of energy conservation and environmental protection, clean production and clean energy, improve relevant systems, and strengthen the sharing of statistical information.

(26) Cultivate the green trading market mechanism. We will further improve the trading mechanism of emission rights, energy use rights, water use rights and carbon emission rights, so as to reduce transaction costs and improve operational efficiency. Accelerate the establishment of initial distribution, paid use, market transactions, dispute resolution, supporting services and other systems, and do a good job in the coordination of green ownership transactions and related target indicators.

All relevant departments in all regions should have their thoughts, measures and actions in place, fully understand the importance and urgency of establishing and improving the green and low-carbon circular development economic system, regard it as an important part of high-quality development, further compact their work responsibilities, strengthen supervision and implementation, and complete various tasks with quality and quantity. All regions should study and put forward specific measures based on local actual conditions, and invest more energy in implementation to ensure that policies and measures are implemented.

(28) Strengthening coordination. The relevant departments of the State Council should strengthen coordination and cooperation to form a joint force. The National Development and Reform Commission should, in conjunction with relevant departments, strengthen overall coordination, supervision and guidance, make arrangements for key annual work arrangements, sum up the good experiences and models of relevant departments in various regions in a timely manner, explore the preparation of annual green and low-carbon circular development reports, and report major situations to the Party Central Committee and the State Council in a timely manner.

(29) Deepening international cooperation. All kinds of news media should tell the story of China's green and low-carbon cycle development, vigorously publicize the remarkable achievements, actively promote advanced models, timely expose the negative models of ecological damage, environmental pollution, serious waste of resources and illegal high pollution and high energy consumption projects, so as to create a good atmosphere for the development of green and low-carbon cycle.
