In order to thoroughly implement the spirit of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China and the Central Economic Work Conference, implement the provincial and municipal government's "Implementation Opinions on Vigorously Developing Prefabricated Buildings", and the Henan Provincial Department of Housing and Urban-Rural Development and other eight departments "Opinions on Building Support Policies" (Henan Construction Industry Regulations No. 5, 2020) and other documents, accelerate the transformation and upgrading of the construction industry, and further promote the healthy development of prefabricated buildings, formulate the following implementation plan:

1. clear objectives and tasks, fully promote the development of prefabricated buildings

From the date of the document, the proportion of prefabricated buildings in the new buildings in the city will not be less than 25%, increasing by 5 percentage points year by year and not less than 40% by the end of 2025. The proportion of prefabricated buildings in new projects invested by the government and state-owned enterprises shall not be less than 60% and not less than one unit, and shall increase by 10 percentage points year by year to reach 100 by the end of 2025; prefabricated sandwich insulation wall panels should be used for the exterior walls of assembly buildings; rural houses are encouraged to promote assembly steel structure agricultural houses.

2. strengthen the organization and leadership, improve the joint meeting system

Establish a joint meeting system, led by the Municipal Housing and Urban-Rural Development Bureau, and organize the Municipal Development and Reform Commission, the Natural Resources and Planning Bureau, the Ecological Environment Bureau, the Finance Bureau, the Education Bureau, the Human Resources and Social Security Bureau, the Transportation Bureau, the Housing Security Center, and the Housing Provident Fund The center and other relevant departments hold regular joint meetings to coordinate and solve major problems in the advancement of prefabricated buildings, and coordinate the development of prefabricated construction industry and technological innovation.

3. standardized workflow, service assembly project landing

(I) project management. For investment projects that implement the approval (or approval) system, the investment authority shall review the feasibility study report (or project application report) to implement the relevant content of the prefabricated building.

(II) land transfer or allocation. Prior to the transfer or allocation of land, the natural resources and planning departments, in accordance with the annual objectives and tasks of prefabricated buildings issued by the housing and urban construction department, will include indicators such as the proportion of prefabricated buildings in the conditions for land transfer or allocation, and specify them in the land supply plan, transfer announcement, transfer contract or allocation decision. Encourage centralized plots to promote the landing of assembly-type construction projects as a whole, effectively reduce costs and form scale effects.

(III) planning permission and verification. After the construction unit signs the land transfer contract, the housing and urban-rural construction department serves in advance and informs the construction unit of the relevant requirements of the assembly type. When the construction unit applies for the general plan and joint review, the housing and urban construction department shall check the assembly-type construction project (building number), the construction area of the prefabricated part of the exterior wall, the assembly structure system adopted by the single building, the assembly rate and other relevant technical indicators, and feedback the opinions to the natural resources and planning department. The natural resources and planning department shall indicate the prefabricated construction project (building number), floor area ratio and other information on the "Construction Project Planning Permit.

(IV) design documents and review. The depth of construction drawing design documents shall conform to the relevant national and provincial regulations and requirements, and special design instructions for prefabricated buildings shall be prepared to specify the above-ground construction area, assembly rate and technical scheme of prefabricated buildings of each single building, and provide prefabricated building evaluation form and assembly rate calculation sheet. The construction drawing review agency shall review the prefabricated building construction drawings in accordance with relevant technical requirements. The review content mainly includes relevant technical indicators and information such as prefabricated technical solutions, assembly rate calculations, and prefabricated building evaluation forms. After passing the review, the "Construction Drawing Design Document Review Qualification Book" will be issued.

(V) construction permits. When applying for a construction permit, the construction unit shall provide relevant materials such as the "Construction Project Planning Permit" and the "Construction Drawing Design Document Review Qualification Certificate" that meet the requirements of prefabricated buildings.

(VI) supervision after the fact. The construction unit shall implement the prefabricated construction project in strict accordance with the construction drawing design documents that have passed the examination. If the project involves the adjustment and change of the technical items of the prefabricated building, the construction unit shall review the assembly rate again according to the requirements of the pre-evaluation grade of the prefabricated building. The change shall not reduce the assembly rate, and the changed construction drawing design documents shall be sent to the original review organization for re-examination before implementation. The housing and urban-rural construction department shall verify the implementation of relevant technical indicators such as the application site, total application proportion and assembly rate of the components of the assembly-type construction project, strengthen the quality and safety supervision of the assembly-type building, and supervise the construction unit to include the implementation of the assembly-type in the completion acceptance content.

General contracting of projects is (VII) encouraged. Prefabricated construction projects can be tendered according to technically complex engineering projects. For state-owned investment or leading projects that only a few enterprises can undertake, invitation to tender can be used according to regulations; for those that need to be constructed using irreplaceable patents or proprietary technologies, The design and construction according to regulations may not be subject to bidding. Promote the construction organization model of general contracting (EPC), promote the application of building information model (BIM) technology, improve the quality and efficiency of engineering construction, and encourage the use of general contracting for assembly construction projects with clear construction content and mature technical solutions.

4. the integration of industry policies to accelerate the development of prefabricated buildings

(I) increased environmental support. Implement the spirit of implementing classified policies and differentiated management in the document "Notice on Printing and Distributing the Opinions of Henan Province on Accelerating the Implementation of Supporting Policies for the Development of Prefabricated Buildings" (Henan Construction Industry Regulations [2020] No. 5) by the Provincial Department of Housing and Urban-Rural Development and other eight departments. For prefabricated building projects with an assembly rate of 50% or more, during the heavy pollution weather warning and control period, under the strict implementation of the "six hundred percent" requirements, the operation can be continued as required, but outdoor operations such as earth and stone excavation, stone cutting, muck transportation, spraying and painting are not allowed. For the production enterprises of prefabricated building parts and components that have been approved as national and provincial prefabricated building industry bases, all counties (cities) and districts have issued relevant environmental protection support policies to support the development of enterprises in their respective jurisdictions.

(II) clear financial reward support. Clarify the prefabricated construction fund award and subsidy support policy, expand the scope of special fund guidance and support, and actively promote the construction of steel structure prefabricated rural houses. All counties (cities) and districts should combine actual research and formulate support for centralized contiguous prefabricated rural housing projects in rural areas. Compensation policy. The prefabricated ultra-low energy buildings that pass the evaluation can enjoy the superimposed rewards of prefabricated buildings and ultra-low energy buildings.

(III) guarantee transportation. Fully support the transportation of vehicles carrying parts of prefabricated building parts, and actively cooperate with vehicles carrying parts of oversized and ultra-wide prefabricated building parts to handle over-limit transportation vehicle passes in accordance with laws and regulations.

(IV) implementation of other support policies. For commercial residential projects that adopt prefabricated construction methods, when going through the planning approval procedures, the construction area of the prefabricated part of the exterior wall (not exceeding 3% of the total construction area on the planned ground) is not included in the calculation of the floor area ratio. The increase in the construction area of external wall insulation for assembly-type low-energy and ultra-low-energy buildings is not included in the calculation of volume ratio. Incremental costs are included in construction costs for projects that are constructed by assembly construction methods invested or led by government and invested by state-owned enterprises. For prefabricated construction projects that have invested more than 25% of the total investment in development and construction and have determined the construction progress and completion and delivery dates, they can apply to the local real estate management department for a presale permit and obtain a commercial housing presale permit. For commercial housing residential projects that adopt prefabricated construction methods, development enterprises can give priority to handling provident fund project access and employees' purchase of prefabricated commercial housing to apply for provident fund loans. Open up "green" channels for projects with an area of not less than 50% of the total construction area of the project, and shorten the processing time of project planning permits and construction permits. Priority will be given to national, provincial, and municipal green innovation awards for green construction technology application demonstration projects such as prefabricated building design and construction recommend.

5. the promotion of mature technology, the use of assembly components.

For non-assembly building projects, internal partition wall panels, prefabricated stair panels, prefabricated laminated floor panels, prefabricated balcony panels, prefabricated air conditioning panels, etc. are used, and prefabricated exterior wall panels are used, and prefabricated sandwich insulation wall panels and other self-insulation wall panels are preferred to improve the quality and safety performance of building energy-saving projects. For steel structure buildings, internal partition wall panels and prefabricated exterior wall panels are used, and prefabricated sandwich thermal insulation wall panels and other self-insulation wall panels are preferred for exterior walls. The total proportion of assembly parts used in single buildings is not less than 40%, and the proportion is increasing year by year.

6. a sound supervision and management system to promote high-quality development of buildings

According to the province's trial measures for quality and safety supervision and management of prefabricated construction projects and the acceptance and filing procedures for prefabricated construction projects, relevant supporting policies in our city are formulated, the quality and safety responsibility system is improved, the main responsibilities of all parties are implemented, and the whole process supervision is strengthened. Production enterprises should strengthen the production quality control of parts and components, supervision and construction and other relevant parties can strengthen the production quality control of parts and components by means of resident supervision and manufacturing. Encourage assembly building demonstration cities to rely on Internet technology, explore the construction of a big data platform covering the whole process of construction and management of local prefabricated construction projects, and realize data sharing among departments such as development and reform, natural resources and planning, housing and urban-rural construction, and related enterprises, so that the quality of the project can be queried and traced.

The housing and urban-rural construction departments should strengthen guidance services, supervision and inspection, seriously investigate and deal with quality and safety violations, strengthen the supervision and management of the whole process from construction application, design document review, construction permit, quality and safety supervision to completion acceptance filing, and clarify the key points of supervision, so as to ensure that prefabricated construction projects are implemented in accordance with the requirements of prefabricated construction determined in land transfer, Strengthen the main responsibility of enterprise quality and safety and lifelong responsibility, urge all responsible parties to establish a quality traceability system for the whole process that is compatible with the characteristics of prefabricated buildings.

7. increase publicity and training efforts to improve the level of assembly

(I) strengthen publicity and guidance. Increase the publicity of prefabricated buildings, give full play to the role of the news media, and strengthen the guidance of public opinion; issue prefabricated building knowledge manuals, publicity color pages, etc., so that prefabricated building work can be absorbed into the mind and truly integrated into the transformation of the construction industry. Improve industry awareness, support rate and participation rate, and strengthen the implementation of prefabricated buildings in a subtle way; use WeChat and other new media to spread the advantages of wide coverage, fast, high efficiency, to carry out multi-perspective, high-density, all-round publicity, so that the assembly building work can be understood, supported and participated.

(II) continuous personnel training. For management departments at all levels, construction, design, construction drawing review, construction, supervision and other units to carry out assembly-type policy and technical publicity and training in stages and batches to improve management and service capabilities. 8. strengthen follow-up and inquiry efficiency, strengthen supervision and assessment.

The completion of prefabricated buildings has been incorporated into the "dual control" target responsibility evaluation system of governments at all levels of annual energy consumption and intensity. All relevant departments should further improve the annual target assessment mechanism of prefabricated buildings, strengthen work assessment, regularly supervise and guide, and promote the completion of the target. The municipal prefabricated building work leading group office will organize the policy implementation of natural resources and planning, development and reform, ecological environment, transportation and other departments to "look back", ensure that the policy is on the ground.
