Zhou Yuxian pointed out that in the past few years, the group has closely focused on the development strategy and central work, comprehensively promoted the construction of central enterprises under the rule of law, established and improved the legal risk prevention mechanism, legal advisory system and legal work system, and continued to improve the ability to govern enterprises according to law and the level of compliance management. Zhou Yuxian deeply analyzed the shortcomings and deficiencies of the group's legal construction from four aspects: organizational leadership, law-abiding integrity, team building, and system construction. In his work report, Chang Zhangli affirmed the highlights of the Group's rule of law work in 2020. First, the group attaches great importance to the construction of the rule of law, and the top-level promotion is more powerful. Second, all units of the group took the opportunity of political inspection to carry out the work of "abolishing and reforming" rules and regulations, and made remarkable progress. Third, the group explored the integrated management and operation of legal affairs, internal control, compliance and risk, promoted management innovation and achieved positive results. Fourth, the group's legal work assists in reform and development, the five capabilities of leading and supporting, risk management and control, foreign-related rule of law, legal rights protection, and information management have been significantly improved; the fifth is to promote team building, continue to consolidate the foundation of the rule of law work organization, and make the work organization system more complete.

In his report, Chang Zhangli arranged and deployed five key tasks for the group's rule of law construction in 2021. First, we must thoroughly study and implement Xi Jinping's thoughts on the rule of law. Party organizations at all levels must take the lead in learning, combine practical learning, and learn from various forms, and implement Xi Jinping's thoughts on the rule of law. Second, we must further improve the organizational system, continue to deepen the responsibilities of the first person responsible for the construction of the rule of law, and give full play to the role of the "key minority"; further improve the general counsel system, and further improve and enrich the legal management agency.
