When talking about the current key work of the three-year reform of state-owned enterprises, he proposed that we should focus on "one center and three mechanisms", that is, to improve the efficiency of state-owned capital and enhance the vitality of state-owned enterprises, focus on the reform and improvement of the three major mechanisms, such as governance mechanism, employment mechanism and incentive mechanism, so as to effectively improve the comprehensive effect of the reform. He gave specific guidance on key tasks such as the integration of the party's leadership into corporate governance, the board of directors "should be built as much as possible", and the contractual management of the managerial tenure system, and shared Hikvision's experience and practices in developing medium and long-term incentives.

Zhou Yuxian summarized the progress of the three-year reform action of China National Building Materials Group, and fully affirmed the efforts and phased results achieved by the group at all levels in promoting the three-year reform of state-owned enterprises. - First, goal-oriented, starting with the end, reversing the construction period, implementing measures to ensure that more than 70% of the reform target is completed by 2021.
- Second, we should pay close attention to the "leveraged task" and implement five work measures: first, standardize the construction of the board of directors, realize that the board of directors should be built as much as possible, and implement the functions and powers of the board of directors; second, promote the tenure system and contractual management of management members, comprehensively sign the "two books and one agreement", focus on strict assessment and rigid cash; third, vigorously promote the market-oriented employment mechanism, so as to realize the employees can enter and leave; the fourth is to improve the incentive and restraint mechanism, implement the closed-loop system of human resources management, and promote the expansion of medium-and long-term incentive tools; the fifth is to actively and steadily deepen the reform of mixed ownership, and implement differentiated control over the holding mixed ownership enterprises to further stimulate vitality.
- Third, continue to deepen the world-class benchmarking, enhance the ability of self-innovation, and promote business development through reform.
Zhou Yuxian pointed out that the implementation of the three-year action plan has heavy tasks and tight time. Enterprises at all levels must consolidate their responsibilities, unify their thinking, and implement tasks at the above rate; improve the mechanism, use the online supervision system as the starting point, and grasp real-time monitoring; strengthen assessment, Link the assessment and evaluation of reform work with the assessment of business performance, the comprehensive assessment and evaluation of the leadership team and leaders, and complete the group reform work with high quality.

Cao Jianglin said that for a long time, China National Building Materials Group has closely focused on efficiency and vitality to promote the implementation of reform tasks, and has achieved outstanding results in reform effectiveness and business performance. However, when the reform is not completed, enterprises at all levels should recognize the important supporting and leading role of the reform for the leapfrog and sustainable development of China National Building Materials Group in the future, and recognize the gap between the reform requirements of China National Building Materials Group and the central and group leaders. Guangzhao Yu, secretary of the board of directors, assistant to the general manager and deputy director of the reform office of the group, reported on the progress of the group's reform work in the first quarter of this year. Combined with the online supervision system of the group's three-year reform action, the key reform tasks and key enterprise reform work data were analyzed and interpreted, and the annual task objectives of the key reform work were further clarified.
