The field of housing urban and rural construction covers a wide range, involving many industries and a long industrial chain. The promotion of green urban and rural construction will make a positive contribution to the peak of carbon emissions in the province. In recent years, the province has actively promoted the transformation and development, green development, and low-carbon development in the field of housing and urban-rural construction, and has achieved positive results. However, the large-scale construction and large-scale consumption formed during the period of rapid urbanization have not been fundamentally changed. Entering the new stage of development, unswervingly taking the road of green urban and rural construction, and promoting the realization of carbon peak and carbon neutral goals is the only way for the high-quality development of housing urban and rural construction in the province, which has important practical significance. The competent departments of housing and urban-rural construction at all levels in the province should base themselves on the new development stage and, on the basis of the conservation-oriented urban-rural construction action deployed and implemented by the provincial party committee and provincial government in 2009, take the initiative to meet the requirements of carbon peak and carbon neutrality targets, integrate the concept of green development into the key work in the field of housing and urban-rural construction, combine with the implementation of the construction policy in the new period, and promote the modernization of green building, in combination with promoting the construction of beautiful and livable cities and beautiful rural areas, we will strive to build a new development pattern in the field of housing and urban-rural construction in the province.
2. and accurately grasp the overall requirements

3. promotes high-quality development of green buildings

(13) Promote the construction of beautiful and livable neighborhoods. Promote the linkage and upgrading of residential blocks, promote the integration of "private space within the wall" and "public space outside the wall", advocate the pattern of "small blocks and dense road network", comprehensively consider factors such as ventilation and sunshine, optimize the space of building groups and building interfaces, improve the microclimate of blocks and reduce the heat island effect. We will enrich the service functions of blocks, encourage the compound utilization of facilities and the mixed layout of street formats, supplement living service facilities such as old-age care, child care, sports and sports, and housekeeping, improve service formats such as convenient commerce in blocks, build a "one-stop" living service complex, build a "15-minute community service circle" and "5-minute convenient living circle", and guide residents to travel nearby to reduce carbon emissions. 5. to promote the green transformation of urban construction

(15) Promote the green development of municipal infrastructure. Accelerate the development of urban green lighting, fully apply high-efficiency light sources in new (reform, expansion) construction projects, and accelerate the energy-saving transformation of existing low-efficiency and high-consumption lighting facilities through contract energy management and other means. Actively promote single lamp control, time-sharing partition control and other intelligent lighting control technology, accelerate the application of intelligent light pole. Strengthen the construction of water-saving cities, increase the transformation of old urban water supply pipe networks, promote intelligent zoning measurement management, and control the leakage rate of urban water supply pipe networks within 10%. Actively promote the construction of urban sewage treatment plant tail water ecological wetland, improve the ecological safety of water. Strengthen the utilization of urban sewage resources. By 2025, the recycling rate of tail water from urban sewage treatment plants will reach 25%. Strengthen the operation of water supply and drainage facilities to save energy and reduce consumption, promote the photovoltaic utilization of water supply and drainage facilities, sewage source heat recovery and other technical applications, promote the informatization and intelligent transformation of facilities, optimize adjustment and precise control of facility operating conditions. In the municipal road construction, vigorously promote the application of construction waste, road waste and other recycled materials. Promote the construction of urban underground comprehensive pipe gallery according to local conditions.
(16) Systematically promote the construction of sponge cities. In urban construction activities, priority should be given to protecting the life community of good mountains, rivers, forests, fields, lakes and grasses, and tamping the ecological base of sponge cities. Establish and improve the work promotion mechanism, put the concept and requirements of sponge city construction through the whole process of project construction, and strengthen the coordination with the transformation of old residential areas, the treatment of black and smelly water bodies, drainage and waterlogging prevention. Coordinate the construction of "green" and "gray" infrastructure, and give full play to the role of urban green spaces, water bodies, roads, buildings and facilities in absorbing, storing, releasing, and purifying rainwater. Pay attention to the overall integration of ecological landscape and sponge function, rationally use measures such as permeable pavement, rain garden, concave green space, grass planting ditch, etc., strengthen the vertical design of the internal and surrounding plots of the site, and reasonably construct rainwater catchment zoning and runoff channel. Strengthen the demonstration and guidance of typical projects, improve the maintenance and management system of sponge facilities, strengthen the monitoring and evaluation of the operation effect of facilities, and improve the level of sponge city construction.
(17) Strengthen the classified disposal and resource utilization of garbage. Promote waste reduction and recycling, continue to improve the large-scale diversion and disposal of urban and rural residents' domestic waste, kitchen waste, construction waste, and landscaping waste, steadily promote the fine classification of urban residents' domestic waste, strengthen scientific management, and focus on publicity and guidance. Promote habit formation, improve long-term mechanisms, and build a full-chain disposal system of classified delivery, collection, transportation, and treatment. By 2025, the recycling rate will reach more than 35%. Promote waste incineration and reduce the amount of waste landfill. By 2022, urban domestic waste will achieve "zero landfill". Strengthen landfill methane emission control to reduce unorganized emissions. Encourage the use of collaborative disposal process for the treatment of kitchen waste (kitchen), the resulting biogas to achieve energy utilization. Promote the construction of construction (demolition, decoration) waste disposal facilities, promote the application of resource utilization products, and achieve full coverage of resource utilization of construction waste in cities above the county level by 2025. (18) Solidly promote the construction of ecological garden cities. Strengthen the construction of urban landscaping, strengthen the functions of maintaining ecological balance, creating a beautiful environment, energy saving, carbon sequestration and sinks, and pay attention to the systematicness, integrity and ecology of green space. Protect and restore ecological resources such as mountains and rivers, rationally arrange structural green spaces, expand small and medium-sized green spaces, build ecological corridors, and promote the organic integration of water, roads, and green nets. Strengthen the protection of urban biodiversity, plant a wide range of native suitable tree species, promote double-layer greening and natural community planting, promote vertical greening, encourage roof greening, increase the three-dimensional green volume of urban space, and continue to increase ecological benefits and total carbon sinks. Balancing the layout of park green space, improving accessibility, improving service facilities, improving the level of landscape art, and building a high quality urban green living room. Improve the tree-lined system, build urban greenways, and organically connect green spaces, residential areas, public service facilities, transportation and slow-moving systems. By 2025, the construction of national ecological garden cities will continue to be in the forefront of the country. Provincial ecological garden cities will cover every districted city, the green coverage rate of urban built-up areas will remain above 40%, and the 10-minute service circle coverage rate of urban parks and green spaces will reach 82%, and the carbon sink capacity and carbon sequestration efficiency of the urban green space system will continue to increase.
6. Strengthen the Construction of Green Countryside
(19) Promote the construction of green farm houses. In accordance with the principles of safety and application, energy saving and carbon reduction, economic beauty, health and comfort, we will continue to improve the design level and construction quality of rural houses, and improve the housing conditions of farmers. Focus on new rural houses, study and improve the appropriate technical routes for green rural houses, steadily improve the energy-saving standards of rural houses, strengthen the promotion and application of renewable energy such as solar photovoltaic, solar thermal and biomass energy, and reduce the cost of electricity for farmers. Combined with the seismic reinforcement of rural houses in earthquake-prone areas, we will simultaneously explore and promote the energy-saving transformation of existing rural houses. Guide farmers to continuously reduce the use of traditional energy such as coal and straw, and effectively reduce direct carbon dioxide emissions.
(20) Promote the construction of green villages. Follow the law of urbanization and the development trend of urban-rural integration, according to the town and village layout planning, guide all kinds of resources to give priority to the planning and development of the village investment, to avoid the process of construction waste. Strengthen the classification and guidance of villages, and focus on maintaining the pastoral rural landscape pattern with traditional artistic conception and realizing the organic integration of villages with the surrounding natural environment. The planning of newly-built villages should be of appropriate scale, appropriate scale and natural boundary, avoiding urbanization, artificialization and hardening of construction behavior. Encourage the recycling of abandoned local building materials and old objects, and transform and revitalize the unused buildings in villages. The combination of centralized and decentralized layout of public facilities, encourage the combined use of public service buildings, and use renewable energy such as solar and wind energy according to local conditions to improve energy efficiency. (22) Promote the reduction and recycling of rural domestic waste. The classification of domestic waste is regarded as an important carrier to improve the rural ecological civilization, which is incorporated into the village rules and regulations and the construction of rural civilization, and actively guides the villagers to develop the living habit of garbage classification. Explore a simple and easy classification treatment model that conforms to the characteristics of rural areas and farmers' habits, and reduce the amount of garbage treated out of the village. Actively promote the on-site ecological treatment of perishable waste, the resource utilization of recyclable waste, the integration of other waste into the urban and rural integrated domestic waste collection, transportation and disposal system, and the unified collection and transportation of hazardous waste in accordance with regulations.

Improve laws and policies, and promote the revision of the "Regulations on the Development of Green Buildings in Jiangsu Province", "Regulations on the Management of Urban Appearance and Environmental Sanitation in Jiangsu Province", and "Regulations on the Protection of Famous Historical and Cultural Cities, Towns and Villages in Jiangsu Province. Integrate the requirements of green urban and rural construction into the evaluation standards of Jiangsu Human Settlement Environment Award, Jiangsu Ecological Garden City, Jiangsu Urban Management Demonstration City (County), Jiangsu Province Residential Area (Old Community) and other evaluation standards, and actively build a technical system to support green urban and rural construction And standard system.
