According to the meeting, the relevant regions should be highly alert to the severe energy-saving situation in the first quarter, deeply analyze and reflect on the causes of the problems, and take effective measures to quickly reverse the current passive situation. It is necessary to strengthen energy budget management, strengthen energy-saving review of fixed asset investment projects, strengthen energy-saving supervision, improve online monitoring of energy consumption of key energy-using units, and dynamically grasp the situation. It is necessary to carry out the upgrading of buildings, transportation and lighting, promote the optimal use of energy in the park, and improve the energy-saving level of public institutions. In accordance with the requirements of the relevant notice, we should further strengthen the supervision of high energy consumption and high emission projects, sort out and deal with them by classification, and resolutely take down the "two high" projects that do not meet the requirements.
The meeting emphasized that the energy-saving authorities in relevant regions must effectively perform their duties, strengthen work supervision, and promote energy-saving work in accordance with the law. It is necessary to promptly carry out the "13th Five-Year Plan" dual control of energy consumption and the assessment and self-examination of coal reduction in key areas, and propose rectification measures for the problem of energy consumption intensity rising instead of falling in the first quarter. It is necessary to further improve the position, be brave to take responsibility, work hard, actively promote the work of carbon peak and carbon neutrality, clarify the timetable, road map and construction drawing as soon as possible, and effectively promote economic and social development based on the efficient use of resources and green and low-carbon development.
