The Ministry of Housing and Urban-Rural Development will cooperate with the Ministry of Finance to carry out the "Research and Preparation of Government Procurement Demand Standards for Green Buildings and Building Materials" project. The "Government Procurement Demand Standards for Hospital Buildings (Draft for Comment)" has been completed. The demand standard puts forward green and low-carbon requirements for the first time, selecting 62 kinds of green building materials, requiring purchasers to analyze and calculate carbon emissions at the design stage, and provide reports on energy consumption and carbon footprint per unit of product. The two departments will also continue to strengthen the guidance to the pilot cities, focus on the new highlights and new measures of green and low-carbon development in the pilot process, widely publicize the pilot results and typical practices, summarize the experience that can be replicated and popularized in various regions, and create a good atmosphere for all parties to pay attention to and support the development of green building materials and green buildings and help achieve the goal of "double carbon.

Since the issuance of the Notice of the Ministry of Housing and Urban-Rural Development of the Ministry of Finance on Government Procurement to Support the Pilot Work of Green Building Materials to Promote Building Quality Improvement in October 2020, the two departments have held two pilot work meetings to study and deploy the pilot work. Under the guidance and promotion of the two departments, the six pilot cities of Nanjing, Hangzhou, Shaoxing, Huzhou, Qingdao, and Foshan have steadily promoted the pilot work and made a strong start.

After the pilot work was launched, the pilot cities, on the basis of full investigation and combined with the actual situation, formulated and issued the implementation plan of the pilot work, and set up a pilot work promotion group jointly by housing and urban and rural construction, finance, development and reform, industry and information technology, market supervision and other departments. In some cities, the executive vice mayor is the group leader, which provides strong support for the pilot work. Mobilize all units to participate in the pilot, select eight major types of buildings, such as hospitals, office buildings, and indemnificatory apartment, and encourage other projects under construction or new construction that use financial funds to be included in the pilot. According to preliminary estimates, a total of 185 pilot projects have been identified in the pilot cities, of which Nanjing, Shaoxing, Huzhou, Hangzhou, and Qingdao have already clarified the amount of pilot projects, with a total amount of 80.4 billion yuan.

Development of green building materials procurement demand standards. In response to the published "Basic Requirements for Government Procurement of Green Buildings and Green Building Materials", we will study and formulate suitable local government procurement demand standards for green buildings and green building materials, incorporate the incremental cost of purchasing green building materials into the project cost accounting, and increase the promotion and application of green building materials. Clear green building development goals. Combined with the current assembly building and green building work, we will promote the green and low-carbon development of construction methods. Huzhou requires that by 2022, the city's urban star-rated green buildings will account for more than 30% of new buildings, and the proportion of fabricated areas in new urban buildings will not be less than 40%.

Innovative green finance supply. Use green finance policies to develop green credit and green insurance and provide financial support for the pilot work. Qingdao combines the "green city" pilot to carry out supply chain financial business and green insurance, and encourages financial institutions to provide credit financing support for government procurement contracts; Nanjing requires strengthening green financial protection, introducing financial insurance mechanisms, and adopting methods such as reducing loan interest rates and increasing financing limits. Enhance the green production capacity and market competitiveness of enterprises.

Strengthen planning and design bidding lead. Compacting the main responsibility of the purchaser, implementing the green building star rating, assembly construction and meeting the green building materials standards and other indicators. Hangzhou has carried out the preparation of the "Pilot Project Construction Drawing Green Building and Green Building Materials Design Special" and "Pilot Project Green Building and Green Building Materials Application Whole Process Implementation Guide" to guide construction units, design units and project contracting units to carry out related work on the application of green buildings and green building materials.

Improve the whole process of construction management system. Focus on the green building materials in the purchase of construction acceptance and other projects to implement dynamic management of the whole process, to ensure that the project in accordance with the requirements of the landing. Foshan and Shaoxing require the implementation of closed-loop management of the whole process of green building materials in all aspects of land use documents, preliminary design, project budget estimates, construction drawing design, material procurement, engineering changes, settlement, financial completion and final accounts, and clarify the implementation requirements of green building materials.
