Communicate and coordinate, explore the establishment of a cross-departmental energy-saving supervision work mechanism, and form a joint force.
Energy-saving supervision is an important starting point for implementing energy-saving laws, regulations and standards and ensuring the completion of the goal of dual control of energy consumption. It is of great significance to accelerate the construction of ecological civilization, promote high-quality development, and promote the realization of carbon peak and carbon neutrality. In order to standardize energy-saving supervision behavior, improve the efficiency of energy-saving supervision, and improve the energy utilization efficiency of the whole society, the National Development and Reform Commission issued the "Energy-saving Supervision Measures" in 2016, which clarified the definition, responsibilities, content and procedures of energy-saving supervision. Since the implementation of the "Energy Conservation Supervision Measures", various regions have done a lot of work in publicizing and implementing energy conservation laws and regulations, organizing and implementing energy conservation supervision, and urging enterprises to use energy in accordance with the law. According to preliminary statistics, energy-saving supervision has been carried out more than 43000 times in various regions, and more than 4300 administrative penalty decisions, rectification notices and energy-saving supervision proposals have been issued, which has promoted the effective implementation of energy-saving laws, regulations and standards.
At present, there are some problems in some areas, such as insufficient understanding of the importance of energy-saving supervision, imperfect energy-saving supervision system, and insufficient efforts to investigate and deal with illegal acts, which are not compatible with the arduous situation and tasks of double control of energy consumption in the 14th five-year Plan. It is necessary to further strengthen the energy-saving supervision work, put forward work requirements, clarify the focus of supervision, and establish a normal mechanism to provide a solid guarantee for the completion of the dual control of energy consumption.
In the next step, the national development and Reform Commission will strengthen the overall planning and coordination of the national energy conservation supervision work, guide local governments to improve the energy conservation supervision system, strengthen the energy conservation supervision force, standardize the energy conservation supervision work, resolutely curb the blind development of the "two high" projects, ensure the completion of the goal of dual control of energy consumption, and help to achieve carbon peak and carbon neutrality.
