The "Plan" clarified that in the implementation of the green and low-carbon transformation action, the promotion of ultra-low energy consumption and near-zero energy consumption buildings will be accelerated, and the proportion of new ultra-low energy consumption buildings and near-zero energy consumption buildings will be gradually increased.

According to reports, during the "Thirteenth Five-Year Plan" period, all regions and departments firmly established the development concept of innovation, coordination, green, openness, and sharing, adhered to the construction of ecological civilization as the command, and aimed at reducing energy and resource consumption and increasing efficiency, and solidly promoted The work of public institutions to save energy and resources has successfully completed the goals and tasks of the "13th Five-Year Plan: the efficiency of energy resource utilization has been steadily improved, the efficiency of energy resource utilization has been steadily improved, the role of demonstration creation has been highlighted, and the role of demonstration creation has been highlighted.

The main objectives of the Plan are: to focus on the goal of green and low-carbon development, to achieve a strong promotion of green and low-carbon transformation action, to improve the system of institutional standards, target management and capacity improvement, to promote coordination, financial security, supervision and assessment mechanism to operate smoothly, and to create a new situation of green and low-carbon development of energy conservation and resources in public institutions. The total energy consumption and intensity of public institutions will be controlled within 0.189 billion tons of standard coal, the total water consumption will be controlled within 12.4 billion cubic meters, and the total carbon dioxide emissions (hereinafter referred to as carbon emissions) will be controlled within 0.4 billion tons. Based on energy, water consumption and carbon emissions in 2020, the energy consumption per unit building area of public institutions will be reduced by 5% and the per capita comprehensive energy consumption will be reduced by 6% in 2025, per capita water consumption decreased by 6%, and carbon emissions per unit building area decreased by 7%.

The Plan points out that ten green and low-carbon transformation actions will be implemented: low-carbon leading action, green transformation action, renewable energy substitution action, water conservation action, domestic waste classification action, anti-food waste action, green office action, green and low-carbon lifestyle advocacy action, demonstration creation action and digital empowerment action.

Among them, the green transformation action will promote central heating, expand a variety of clean heating methods, promote comprehensive energy-saving and environmental protection transformation of coal-fired boilers, low-nitrogen transformation of gas-fired boilers, and promote clean heating in urban public institutions in northern regions according to local conditions; implement energy-saving transformation of data centers, strengthen optimization and upgrading of equipment layout and refrigeration structure, explore waste heat recovery and utilization, and greatly improve the energy efficiency level of data centers, the power utilization efficiency of large and super-large data centers has dropped below 1.3; continue to carry out energy-saving transformation of existing building envelopes, lighting, elevators and other comprehensive energy-using systems and facilities and equipment, improve energy utilization efficiency, and enhance demonstration and driving role; actively carry out green building creation actions, new buildings fully implement green building standards, and vigorously promote existing buildings of public institutions to meet green building standards through energy-saving transformation, and star-rated green buildings continue to increase; accelerate the promotion of ultra-low energy consumption and near-zero energy consumption buildings, and gradually increase the proportion of new ultra-low energy consumption buildings and near-zero energy consumption buildings.
