Deepening the reform of Party and state institutions is an important measure to implement the spirit of the Party's 20th National Congress and a centralized deployment to promote the modernization of the national governance system and governance capacity. The purpose of continuing to promote the reform of the party and state institutions is to promote the party's leadership over the socialist modernization drive to be more scientific in the establishment of institutions, more optimized in the allocation of functions, more perfect in the system and mechanism, and more efficient in operation and management. The reform of party and state institutions is a complex and systematic project, which cannot be accomplished overnight, nor will it be done once and for all. It is necessary to constantly adjust and optimize the functional system of party and state institutions in accordance with new missions and tasks, new strategic arrangements, and new work needs, so as to better meet the needs of the development of the cause of the party and the state.

This institutional reform is carried out on the basis of the systematic and overall reconstruction of the functions of the party and state institutions since the Third Plenary Session of the 19th Central Committee of the Communist Party of China. It is also studied and planned under the background of the strategic deployment of the development of the party and the state in the next five years or even longer. We should adhere to the general keynote of seeking progress while maintaining stability, adapt to the requirements of promoting the overall layout of "five in one" and the strategic layout of "four comprehensives", meet the needs of building a new development pattern and promoting high-quality development, adhere to the problem orientation, coordinate the Central Committee of the CPC, the National People's Congress, the State Council and the CPPCC, and make full use of the favorable conditions in all aspects, Fully consider various risks and challenges, we will firmly promote the adjustment of institutional responsibilities in some key areas.

Since the 18th National Congress of the Communist Party of China, an important purpose of deepening the reform of the party and state institutions is to uphold and strengthen the party's overall leadership, and to implement the strengthening of the party's overall leadership in all fields, aspects and links from the institutional responsibilities. In this institutional reform, the establishment of a new decision-making and coordination body of the Party Central Committee, the establishment of new functional departments and offices of the Party Central Committee, and the establishment of new dispatched organs of the Party Central Committee in important areas are aimed at raising advantages, making up for weaknesses, and strengthening the centralized and unified leadership of the Party Central Committee over major work. The functional departments, offices, and dispatched agencies of the Party Central Committee must take the lead in adhering to the centralized and unified leadership of the Party Central Committee, take the lead in implementing the party's line, principles and policies, based on their responsibilities, strengthen coordination and cooperation, and better play their roles.

At the same time, we have made more reasonable designs and arrangements for the establishment of institutions and responsibilities in the financial management system, science and technology management system, social management system, data management system, intellectual property management system, Hong Kong and Macao work system, "agriculture, rural areas and farmers" work system, and aging work system. these adjustments are solutions proposed on the basis of analyzing the deep-seated contradictions and problems we are facing. In the next step, the key is to effectively transfer functions, methods, and styles of work to the responsibilities and tasks assigned by the Party Central Committee, and perform their duties efficiently.

All regions and departments must consciously think and act under the overall situation to ensure that the institutional reform plan is implemented without discount, deformation, or distortion, especially in strict accordance with the formulation of the institutional reform plan and the implementation of the department's "three fixed" regulations. As the basic basis for the Party's regulations and departments to perform their duties, the "three decisions" provisions rest with the Party Central Committee. After the "three fixed" regulations are approved by the Party Central Committee, the departments must perform their duties and carry out their work in strict accordance with this, and use high-level performance and high-quality work performance as important criteria for testing the effectiveness of institutional reforms.

It is essential to do a good job in the organization and implementation of institutional reform. We should continue to make good use of the valuable experience of adhering to the party's overall leadership over institutional reform, adhering to the principle of not establishing or breaking first, promoting the optimization and coordination of institutional functions, adhering to the central and local chess, adhering to the unity of reform and the rule of law, and adhering to the ideological and political work throughout the whole process of reform, We should promote the organization and implementation of institutional reform in an organized, step-by-step and disciplined manner.

First, we must increase the intensity of unification. Under the leadership of the standing Committee of the political Bureau of the CPC Central Committee, the Central Committee for comprehensively deepening Reform takes the lead in grasping the general situation, strengthening overall planning and coordination, and establishing a coordination mechanism. The Party Central Committee, the National People's Congress, the State Council, and the National Committee of the Chinese People's Political Consultative Conference are responsible for the implementation of institutional reforms in their own systems, and local institutional reforms are under the unified leadership of provincial party committees. The leading comrades in charge of the Party Central Committee and the State Council are the first persons responsible for the reform of the institutions in their respective fields. They must take the lead in implementing the decision-making and deployment of the Party Central Committee, and work with the leadership of the reform-related departments in charge to study and refine the implementation plan, and do a good job in mobilization and deployment. Key links such as heart-to-heart talks, transfer and establishment, and function adjustment. The General Office of the CPC Central Committee, the Organization Department of the CPC Central Committee, the editorial Office of the CPC Central Committee, the General Office of the State Council, and other departments should also do a good job in relevant work in accordance with their respective responsibilities.

Second, we must adhere to a stable tone. This institutional reform involves more departments and touches on deeper problems, so we need to work out before we move forward. The leadership team of the newly established department should be equipped as soon as possible, be familiar with the department's responsibilities and task requirements as soon as possible, and follow the order of first transferring to the official post and then doing the "three decisions", and pay close attention to the establishment of institutions, staffing, and centralized office to ensure a smooth transition, Orderly transfer and seamless connection. For reform tasks that involve a wide range of areas and are relatively complex, it is necessary to carefully study and formulate special reform plans on the basis of the top-level design made by the Party Central Committee, refine relevant policies and measures, and organize implementation after approval in accordance with procedures. The reform of central and local institutions should be organically linked and orderly promoted in terms of work deployment and organization and implementation. The reform task at the central level is to be completed by the end of 2023, and the reform task at the local level is to be completed by the end of 2024.

Three to do good work. It is necessary to guide the broad masses of party members and cadres to stress politics, take into account the overall situation, and abide by the rules, correctly deal with the adjustment of the pattern of interests and the advance and retreat of individuals, actively support reform, and consciously obey organizational arrangements.

Four to enforce strict discipline. Departments involved in institutional changes and adjustment of responsibilities should consciously obey the overall situation, ensure that institutions, responsibilities, and personnel are adjusted in place in a timely manner as required, and do not allow slackness and delay, let alone make flexible choices. It is strictly forbidden for higher-level competent departments to interfere with the establishment and staffing of lower-level institutions, it is strictly forbidden to promote cadres by surprise, strictly enforce financial discipline, and resolutely prevent the loss of state-owned assets. It is necessary to strengthen supervision and accountability for discipline enforcement, seriously investigate and deal with violations of discipline and regulations in the work of institutional reform, and seriously investigate the responsibility of relevant personnel.

Five must be based on the law. If we insist on promoting institutional reform on the track of the rule of law and need to formulate, amend or abolish laws, the main responsible unit should take the initiative to link up with the legislative body. The legislature should coordinate the relevant legislative reform and abolition work.

In addition to the "Party and State Institutional Reform Plan" reviewed at this plenary session, the Party Central Committee has also studied and deployed the optimization and adjustment of the relevant deliberation and coordination agencies of the Party Central Committee and the State Council, which must be implemented and implemented as a whole.
