We just celebrated the 70th anniversary of the the People's Republic of China. The historic achievements made by New China in the past 70 years have fully proved that the socialist system with Chinese characteristics is the fundamental guarantee for the development and progress of contemporary China. Proceeding from the overall and long-term development of the party and the country, the Political Bureau of the Central Committee decided to study the issue of upholding and improving the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance capabilities at this plenary session. The main considerations are as follows.
　　

First, this is a major task to achieve the "two centenary" goals. Building a modern socialist country and realizing the great rejuvenation of the Chinese nation are the grand goals that our party has been striving. Since its founding, our party has united and led the people in an unremitting struggle to this end. With the gradual deepening of reform and opening up, our party's understanding of system construction is getting deeper and deeper. In 1980, when summing up the lessons of the "Cultural Revolution," Comrade Deng Xiaoping pointed out: "the problems of the leadership system and organizational system are more fundamental, overall, stable, and long-term." "A good system can prevent bad people from running amok, while a bad system can prevent good people from doing well enough and even go to the opposite side." In 1992, Comrade Deng Xiaoping said in a talk in the south: "I am afraid it will take another 30 years before we will form a more mature and stereotyped system in all aspects." Since the 18th National Congress of the Communist Party of China, our party has placed system construction in a more prominent position, emphasizing that "to build a well-off society in an all-round way, we must use greater political courage and wisdom to deepen reforms in important areas and resolutely eliminate all ideas that hinder scientific development. Concepts and institutional mechanisms are malpractices, and a complete, scientifically standardized, and effective system is built to make all aspects of the system more mature and stereotyped". The 19th National Congress of the Communist Party of China made a strategic arrangement to build China into a prosperous, strong, democratic, civilized, harmonious and beautiful socialist modern power by the middle of this century. The goal of system construction and governance capacity construction is: by 2035, "all aspects of the system will be more perfect, and the modernization of national governance system and governance capacity will be basically realized"; by the middle of this century, "realize the modernization of national governance system and governance capacity". The second and third Plenary sessions of the 19th CPC Central Committee respectively made arrangements for amending the Constitution and deepening the reform of party and state institutions, and made new major steps in system building and governance capacity building. Second, this is the fundamental requirement for pushing forward reform and opening up in the new era. In the course of more than 40 years of reform and opening up, the third Plenary session of the 11th CPC Central Committee was epoch-making, opening up a new historical period of reform and opening up and socialist modernization; the third Plenary session of the 18th CPC Central Committee was also epoch-making, opening a new era of comprehensively deepening reform and systematic overall design to promote reform, and creating a new situation of China's reform and opening up. At the same time, we must also see that some of these reform measures have not yet been completed, and some even take a long time to implement. We have gnawed down a lot of hard bones, but there are still many hard bones to gnaw. We have overcome many difficulties, but there are still many difficulties to overcome. We must not stop, and we must not have the idea of relaxing and resting. At the meeting celebrating the 40th anniversary of reform and opening up, I stressed that it is necessary to "adhere to the same direction, the road is not biased, and the intensity is not reduced, so as to promote reform and opening up in the new era to go more steadily and further". One of the most important points is that the weight of system construction is heavier, the reform is more faced with deep-seated system and mechanism problems, and the requirements for the top-level design of reform are higher. The requirements for the systematicness, integrity, and coordination of reforms are stronger, and the task of establishing rules and systems and building systems is heavier accordingly. Third, this is a strong guarantee to meet the risk challenges and win the initiative. The ancients said, "the power of the world will decline if it does not prosper, and the governance of the world will retreat if it does not advance". The world today is undergoing major changes unseen in a century. The international situation is complex and changeable. The tasks of reform, development and stability, internal affairs, foreign affairs, national defense, and governance of the party, the country and the military are unprecedented. The risks and challenges we face are unprecedented. Some of these risks and challenges come from domestic, some from international, some from economic and social fields, and some from nature. If we want to win the battle of preventing and resolving major risks, we must adhere to and improve the socialist system with Chinese characteristics, promote the modernization of the national governance system and governance capacity, and use the power of the system to deal with the impact of risk challenges.
　　

Based on the above considerations, on February 28 and March 29 this year, the Standing Committee of the Political Bureau of the Central Committee and the Political Bureau of the Central Committee held meetings successively to decide on the special study of the Fourth Plenary Session of the 19th Central Committee of the Party to adhere to and improve the socialist system with Chinese characteristics and promote the country. On April 3 this year, the document drafting group held its first plenary meeting, and the document drafting work was officially launched. On April 7, the Party Central Committee issued a notice to solicit opinions and suggestions from all regions and departments on the topics of the plenary session. A total of 109 feedbacks were received from various parties. Everyone has made great achievements and historical experience in upholding and improving the socialist system with Chinese characteristics, promoting the modernization of the national governance system and governance capabilities, major principles and fundamental systems that must be adhered to, basic systems, important systems, and major issues and tasks faced. Many valuable opinions and suggestions have been put forward on the important measures that need to be taken.
　　

All parties believe that on the occasion of celebrating the 70th anniversary of the founding of the the People's Republic of China, the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China focused on upholding and improving the socialist system with Chinese characteristics, promoting the modernization of the national governance system and governance capabilities, and making decisions, reflecting the Party Central Committee's far-sighted strategic vision and strong historical responsibility for the decisive victory in building a well-off society in an all-round way and building a modern socialist country, To consolidate the party and ensure the long-term stability, it is of great and far-reaching significance.
　　

Since its establishment more than six months ago, the document drafting group has carefully studied relevant important documents and systematically summarized the institutional evolution and institutional innovation in the process of revolution, construction and reform in China. In particular, it has deeply summarized the major theoretical, practical and institutional achievements made by the CPC Central Committee in leading the whole Party and the people to adhere to and improve the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capacity, sorting out and digesting feedback and suggestions from various parties, conducting special studies, and repeatedly discussing and revising the draft decision.
　　

According to the decision of the Politburo meeting, in early September, it was decided to issue the draft for comments to a certain range of opinions within the party, including soliciting the opinions of some old comrades in the party. All parties earnestly organized study and discussion, and all regions and departments gave a total of 118 feedback. On 25 September, I presided over a forum for non-party personages and listened face-to-face to the opinions of responsible persons of the central committees of various democratic parties, the all-China Federation of Industry and Commerce, and personages without party affiliation, and comrades attending the meeting submitted 10 speech materials.
　　

The document drafting group has carefully sorted out all the comments and suggestions received. After summary, all parties put forward a total of 1948 amendments, 1755 after deducting repeated opinions, including 380 principled opinions and 1375 specific amendments.
　　

Judging from the feedback from the solicitation of opinions, all parties fully affirmed the final draft of the decision. Everyone agreed that the draft decision accurately grasps the evolution direction and law of my country's national system and national governance system, highlights the adherence to and improvement of the party's leadership system, and grasps the key and fundamental of national governance; highlights integrity, innovation, pioneering and enterprising, and demonstrates China Self-confidence in the characteristic socialist system; highlighting system integration, coordination and efficiency, reflects a strong problem orientation and distinctive practical characteristics. In the process of soliciting opinions, various parties put forward many good opinions and suggestions, mainly in the following aspects. Second, it is suggested that the improvement of science and technology system should be highlighted to give full play to the leading role of scientific and technological innovation. Fifth, it is suggested that around adhering to the principle of the party's management of cadres, we should put forward requirements on improving the cadre management system, encouraging cadres to take responsibility, paying close attention to implementation, and cultivating cadres' struggle spirit and ability.
