The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China deliberated and adopted the Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Upholding and Improving the Socialist System with Chinese Characteristics and Promoting the Modernization of the National Governance System and Governance Capacity. For the first time, the plenary session systematically described the map of the socialist system with Chinese characteristics, which consists of 13 parts. "People" is one of the high-frequency words, up to dozens of times.
