Behind this, the key lies in strengthening the party's political leadership, in that the majority of party members and cadres strengthen their fighting spirit and enhance their fighting ability, be "soldiers" and not "gentlemen", and dare to show their swords and be good at fighting at critical moments. For example, Wenzhou, as a major Internet city with an Internet penetration rate of 74% and the highest Internet activity in Zhejiang, has innovated and improved the "7431" network governance model with "seven systems, four teams, three platforms, and one organization" as the main content in recent years, so as to achieve "manageable and well-used" cyberspace, from the high incidence of Internet public opinion in the past to the current network governance leading area. This year, the plenary session of the Zhejiang provincial Party committee will study and deploy "strengthening and innovating grassroots governance and promoting the modernization of grassroots governance".
