1. fully understand the importance of green building to create action
Green building refers to a high-quality building that saves resources, protects the environment, reduces pollution, provides people with healthy, applicable and efficient use of space, and maximizes the harmonious coexistence of man and nature. Taking urban buildings as the object of creation and carrying out green building creation actions is conducive to improving the efficiency of energy and resource use, and comprehensively improving the level of green development in the field of housing and urban-rural construction; it is conducive to improving the safety, comfort and health of buildings, and accelerating the construction of high quality life Livable land; conducive to cultivating strategic emerging industries such as energy conservation and environmental protection, new energy, and forming new growth points for the local economy, it is an important measure in the field of housing and urban-rural construction to implement General Secretary Jin Ping's "two points" positioning, "two places" and "two highs" goals, play the "three roles" and create a good political ecology. All districts, counties and relevant units should fully understand the importance and urgency of carrying out green building creation actions, strengthen overall planning and organization and implementation, guide all kinds of subjects to actively practice a simple and moderate, green and low-carbon lifestyle, form a social atmosphere advocating green life, and jointly build a beautiful landscape city where people and nature coexist harmoniously.
2. Create Target
By 2022, the proportion of green building area in new urban buildings will reach 70%, star-rated green buildings will continue to increase, the energy efficiency level of existing buildings will continue to improve, and the health performance of civil buildings will continue to improve. The proportion of newly started prefabricated buildings in the city will not be less than 20%, the application of green building materials will be further expanded, the supervision of green residential users will be fully promoted, and the people will actively participate in green building activities, form a social atmosphere advocating green life.
3. key tasks
According to the national "green building creation action plan", combined with the actual situation of our city, we will focus on the implementation of eight major special work, actively explore the full decoration and delivery of residential buildings, and ensure the effective promotion of green building creation.
(I) Comprehensively Promote the Greening of New Buildings
1. Improve the local standard system for green buildings. According to the national "Green Building Evaluation Standard" GB/T50378-2019, speed up the revision of Chongqing's "Green Building Inspection Standard" and "Building Energy Efficiency (Green Building) Engineering Construction Quality Acceptance Code" and other standards, and incorporate the basic requirements of green buildings into the local mandatory standards for engineering construction, improve the "Public Building Energy Conservation (Green Building) Design Standards Technical Review Rules", "Residential Building Energy Conservation 65% (Green Building) Design Standards Technical Review Rules" and other supporting technical rules, preparation of technical regulations, review points and design software, in order to provide the people Provide high quality green buildings characterized by "safety and durability, convenient service, comfort and health, resource saving, and livable environment" to provide technical support.
2. Promote the implementation of mandatory standards for green buildings. Starting from September 1, 2020, we will promote the implementation of the revised "Public Building Energy Saving (Green Building) Design Standard" and "Residential Building Energy Saving 65% (Green Building) Design Standard" issued by the new urban civil building projects that have passed the construction drawing examination within the urban planning areas of the main metropolitan area and other districts and counties, and further implement the whole process management of green buildings. Intensify spot checks on the design quality and review quality of green building construction drawings, strictly manage design changes, strengthen the supervision of the construction process of green buildings, and promptly correct those who change design requirements without authorization; notify and criticize units that violate relevant management regulations and mandatory standards for engineering construction, and deal with them in accordance with the law. Strictly control the evaluation of building energy efficiency (green building), strengthen the institutional constraints on all parties in the construction, and those that do not follow the drawings or do not meet the relevant mandatory standards for green buildings shall not be completed and accepted, and shall not be put into use, so as to further increase green buildings The proportion of new urban buildings.
3. Improve the star level of green buildings. Promote the full implementation of "Green Building Evaluation Standard" GB/T 50378-2019 and Chongqing "Green Building Evaluation Standard" DBJ50/T-066-2020 for star-rated green building projects and green ecological residential areas. New public buildings invested by the government or mainly by the government in the central urban area of the main city and large public buildings with a construction area of 20000 square meters or more invested by the society should meet at least the two-star green building standard and expand to the whole main city in due course; the newly declared green ecological residential quarters in the district-level administrative area should at least meet the requirements of the two-star green building standard; the green ecological residential quarters in the county-level administrative area should at least meet the requirements of the one-star green building standard. Public buildings with a building height of more than 150 meters and above, landmark buildings in key areas such as the two rivers and four banks, and core business districts, and other qualified buildings are encouraged to implement the three-star green building standards.
4. Create a typical demonstration of green buildings. Promote the construction of an eco-city in eastern Chongqing, integrate the requirements of ecological civilization and the concept of green development into the whole process of urban planning, construction, management and service, and combine the city's climate characteristics, resource endowments, architectural features and residents' living habits and other factors to promote the construction of a number of demonstration and driving effects. Obvious and distinctive green building demonstration projects promote the centralized and continuous demonstration construction of high-star green buildings with two stars and above. Prepare the "Green Factory Design Guidelines", use green building technology to guide the construction and transformation of green factories, and actively carry out green demonstrations.
(II) Strengthen the Management of Star-rated Green Building Labeling
1. Improve the star green building identification system. Revise the "Chongqing Green Building Evaluation and Marking Management Measures" and "Chongqing Green Ecological Residential District Evaluation and Management Measures" to implement the relevant policy requirements of the Ministry of Housing and Urban-Rural Development. The municipal, district and county housing and urban-rural construction authorities respectively awarded the national two-star and one-star Green building logo. Improve the online declaration system for green buildings, realize the online declaration, review and publicity of star-rated green buildings and green ecological residential quarters, and establish an efficient, clear and transparent evaluation system for green buildings and green ecological residential quarters.
2. Strengthen the supervision and management of the completion stage. The municipal, district and county departments in charge of urban and rural housing construction shall, in accordance with the authority of building management, establish project accounts for star-rated green buildings and green ecological residential areas, track the progress of the project in a timely manner, and do a good job in project verification. After the completion of star-rated green buildings and green ecological residential areas, the competent department of urban and rural housing construction where the project is located shall urge the construction unit to apply for identification in accordance with the procedures. The logo management after the completion of the project is taken as the general gateway to ensure the quality of green buildings, and those that fail to meet the standards or reduce the design technical requirements will not be passed.
3. Strengthen post-event supervision. Improve the expert management system, update the green building consulting expert database, establish a star-rated green building, green ecological residential district project review expert publicity system and a regular spot check evaluation system for the quality of expert review work, further standardize expert review behavior, unify quantitative review standards, and ensure Work quality. Establish a logo revocation mechanism to rectify or directly revoke the logo within a time limit for fraud.
(III) Enhancing the Utilization Level of Building Energy Resources
1. Improve the energy efficiency level of new buildings. On the basis of maintaining 100 of the city's new urban civil buildings to implement the mandatory building energy-saving standards, the city's new urban residential buildings implement 65% energy-saving standards, and encourage new civil buildings within the main city to implement higher energy-saving standards. Promote the pilot demonstration of passive ultra-low energy consumption buildings or near-zero energy consumption buildings, and cultivate a number of ultra-low energy consumption or near-zero energy consumption demonstration projects based on overall solutions.
2. Actively build a green energy system. Support the development of distributed energy, focus on regional centralized cooling and heating, explore measures to force the promotion of renewable energy building application technology in areas with resource utilization conditions, accelerate the construction of centralized energy supply projects in Yuelai Ecological City and Xiantao Data Valley, promote the preliminary research work in Guangyang Island and Kowloon Peninsula, and promote the in-depth and compound application of renewable energy in green buildings and green ecological residential areas according to local conditions, strengthen the implementation quality of renewable energy building application projects and promote the large-scale application of renewable energy buildings.
3. Promote energy-saving and water-saving renovation of existing residential buildings. Explore the implementation mode and technical route of energy-saving renovation of residential buildings in hot summer and cold winter areas, carry out the renovation of old communities on the basis of respecting public opinion, encourage the selection of affordable, green and environmentally friendly technologies, processes, materials, and products, and promote the old communities Building energy-saving transformation. Combined with sponge city construction and other work, to promote the water-saving transformation of existing residential buildings.
4. Promote the green transformation of public buildings. Focusing on shopping malls, hospitals, schools, hotels and office buildings, we will guide the transformation of existing public buildings from energy-saving transformation to green transformation, and pilot the use of green financial policies to promote the green transformation of public buildings. Innovate the energy management mechanism, guide the relevant industry authorities to establish an over-limit notification mechanism in accordance with the requirements of big data and intelligent development, and force public construction owners or users to implement green operation management.
5. Strengthen the comprehensive utilization of water resources. Promote the overall utilization of various water resources in green buildings and green ecological residential areas, and reasonably set up rainwater reuse systems for greening irrigation, road watering, garage cleaning, etc. New public buildings with a single building area of 20000 square meters or more should build reclaimed water reuse facilities to improve the utilization rate of non-traditional water sources.
(IV) improve building health performance
1. Improve the building health performance standards. Compile technical standards and documents related to the health performance of buildings, such as "Technical Specifications for the Application of Natural Ventilation in Large Public Buildings", "Technical Guidelines for Healthy Buildings", "Design Guidelines for the Improvement of Building Quality in Primary and Secondary Schools", and "Design Guidelines for the Improvement of Building Quality" to improve the health performance indicators such as indoor air, water quality and sound insulation of buildings, and improve the visual and psychological comfort of buildings.
2. Strengthen the health connotation of green building. Organize and carry out the research on the optimization of outdoor microclimate design in green ecological residential areas, strengthen the requirements of building health performance according to different building types and combined with the star level of green buildings, promote the application of green health technologies such as heat insulation, ventilation, dehumidification, lighting and sound insulation, and promote a number of green demonstration projects with outstanding health performance.
(V) vigorously implement assembly building
1. Expand the scale of assembly building implementation.The construction projects invested and led by the city's government fully adopt prefabricated buildings. Starting from September 1, 2020, social investment public buildings such as office, commerce, culture and education, scientific research and other social investment public buildings and residential buildings with a capacity of 50000 square meters or more shall be specified in the land supply plan for the implementation of prefabricated buildings, and the proportion of prefabricated buildings implemented in the total land supply area of construction projects in the central urban area of the main city shall not be less than 50% each year.
2. Improve the standardization level of assembly buildings.Based on the standardization of kitchen and bathroom and house type, we will promote the standardization, modular design, production and application of parts and components. Accelerate the implementation of intelligent construction, with assembly buildings as the carrier, to promote the integration of intelligent construction and intelligent manufacturing.
3. Build a prefabricated building industry base.Scientific layout of the industrial base, to build a collection of famous enterprises, up and down through, intensive assembly of the whole industrial chain of prefabricated buildings, focusing on the development of product parts production, equipment manufacturing, mechanical and electrical pipeline integration, logistics and transportation, smart home, industrial decoration and other industries.
(VI) to increase the application of green building materials
1. Accelerate the promotion of green building materials evaluation and certification.In conjunction with the Municipal Market Supervision Bureau and the Municipal Economic Information Commission, efforts will be made to improve the technical requirements for the evaluation of green building materials, guide the transformation of green building materials evaluation to green building materials certification, build a demonstration base for the industrialization of green building materials, and promote the transformation and upgrading of green building materials to industrial scale, management modernization, equipment automation and production standardization.
2. Strictly implement the green building materials adoption mechanism.Develop a green building materials adoption and application data platform, publish the basic information of green building materials evaluation and certification projects in our city in a timely manner through the adoption platform, facilitate the selection and inquiry of engineering projects, and strengthen the dynamic management of green building materials use.
3. Strengthen the promotion and application of green building materials.The application requirements of green building materials will be incorporated into the relevant standards of green buildings and fully implemented. The city's civil construction projects are strictly required to implement the accounting system for the proportion of green building materials. The proportion of high-star green building materials applied in star-rated green buildings and green ecological residential areas shall not be less than 60%, and the proportion of green building materials applied in other civil construction projects shall not be less than 60%, the proportion and application of green building materials will be the key verification content of building energy efficiency (green building) evaluation, and promote the large-scale and standardized application of green building materials.
(VII) strengthen technology research and development promotion
1. Strengthen scientific and technological innovation. Adhere to the deployment of innovation chains around the industrial chain, lay out the industrial chain around the innovation chain, incorporate green construction, assembly buildings, intelligent construction, etc. into municipal science and technology plan projects to give key support, support the development of key technology research, and promote the promotion and application of related technologies and products. Cultivate a collaborative innovation platform for the modern construction industry, and support modern scientific research units in the construction industry to declare new high-end research and development institutions at the municipal level.
2. Promote integrated development. Release technical standards such as data interface of intelligent construction related platforms, BIM parameters of components, data collection of engineering projects and digital application of engineering projects, and promote the integration and development of green construction and intelligent construction.
(VIII) implementation of green residential user supervision mechanism
1. Guide the user to check the room. Promote the "Guide to House Inspection for Green Residential Buyers" formulated by the Ministry of Housing and Urban-Rural Development, provide buyers with housing green performance and full decoration quality acceptance methods, and guide green residential development and construction units to cooperate with buyers to do a good job of house inspection.
2. Strengthen the information disclosure system. Supervise and urge the construction unit to conscientiously implement the green energy-saving building information publicity system on the construction site and sales site in accordance with the regulations on Energy Saving of Civil Buildings and other relevant laws, regulations and management regulations. The completed project should hang the building energy efficiency (green building) logo at the main entrance and other prominent positions. Timely incorporate residential green performance and full decoration quality related indicators into commercial housing sales contracts, residential quality guarantees and residential instructions, and clarify quality warranty responsibilities and dispute handling methods.
4. safeguard measures
(I) strengthen organizational leadership.The Municipal Housing and Urban-Rural Development Commission, the Municipal Development and Reform Commission, the Municipal Education Commission, the Municipal Economic Information Commission, the Municipal Administration of Organ Affairs, and other departments should strengthen comprehensive overall planning and work coordination, further refine work measures in accordance with the division of responsibilities, and guide all districts and counties to prepare green buildings Create action implementation plans, organize and implement various special tasks, and ensure that the creation work is in place.

According to the national "Green Life Creation Action Plan", the financial department must provide necessary financial guarantees for the creation of actions. To meet the requirements of the reform of the national star-rated green building identification system, the development and reform, finance, taxation, housing and urban-rural construction and other departments should improve the way green ecological residential communities enjoy tax incentives, and according to the ''Western Region Encouraged Industry Catalogue', study and implement the city The green building identification project is included in the measures supported by preferential tax policies for the development of the western region.
(III) strengthen financial support.Under the framework of building a green finance reform and innovation pilot zone, the Chongqing Business Management Department of the People's Bank of China, the Chongqing Banking and Insurance Regulatory Bureau, the Municipal Housing and Urban-Rural Development Committee and other departments should actively promote the integrated development of green finance and green buildings, and explore innovative labeling financing in the field of green buildings Products, green building performance insurance, green housing mortgage loans, etc., within the scope of policy requirements, guide financial institutions to purchase green housing consumers in the purchase of loan interest rates to give appropriate concessions to guide consumers to buy green housing. (IV) strengthen performance evaluation.In accordance with this plan, the Municipal Housing and Urban-Rural Development Committee and other departments organize an annual summary and evaluation of the implementation of green building creation actions and the results achieved, and promote advanced experience and typical practices in a timely manner. Each district and county is responsible for organizing the evaluation of the effectiveness of green building creation in the region, summarizing the progress and effectiveness of the year in a timely manner, forming an annual report, and reporting to the Municipal Housing and Urban-Rural Construction Committee before November 15 each year.

Organize multi-channel and various forms of publicity activities, popularize green building knowledge, publicize advanced experience and typical practices, guide the masses to make good use of various green facilities, reasonably control the temperature of indoor heating and air conditioning, and promote the formation of a green lifestyle. Give full play to the role of grass-roots organizations such as streets and communities, actively organize mass participation, and create a social atmosphere conducive to the creation of green buildings through co-construction, co-management, evaluation and sharing.
