In order to further strengthen the application and management of external wall insulation system in civil construction projects and ensure the quality of external wall insulation projects, according to the regulations on quality management of construction projects, regulations on energy conservation of civil buildings and relevant standards and specifications, combined with the development status of building energy conservation and external wall insulation technology in our city, after research, the notice on further strengthening the application and management of external wall insulation system in civil construction projects is as follows, Please follow.

1. Vigorously Promote Safe and Reliable External Wall Insulation System

The safe and reliable external wall thermal insulation system should meet the requirements of the current building energy-saving design standards and relevant standards and specifications, and have the characteristics of simple construction and installation process, convenient operation, controllable quality, safety and durability, and easy maintenance and transformation. Now on the promotion of safe and reliable external wall insulation system provisions are as follows:

Prefabricated components, shaped products and complete sets of technologies shall be adopted for the (I) external wall thermal insulation works, and the same supplier shall provide matching component materials and type inspection reports.

(II) external wall external thermal insulation system with integrated thermal insulation and decoration and double-net EPS cast-in-place concrete system built in the external formwork shall be preferred. When the thermal insulation decoration integrated thermal insulation system is adopted, the mass per unit area of the integrated board should not be greater than 20 ㎏/m2. The installation method and operating height shall be determined by checking the measured value of wind pressure resistance of the system.

The internal insulation of (III) external wall is only applicable to fully decorated finished residential buildings, and the thickness of thermal insulation layer in heating and air conditioning area shall not be greater than 40mm.

(IV) overall shear wall structure should be preferred to use built-in insulation cast-in-place concrete composite shear wall system.

Precast concrete sandwich insulation exterior wall panels shall be preferred for (V) prefabricated concrete buildings. The external wall thermal insulation system integrated with thermal insulation and decoration should be selected for the fabricated steel structure building.

Autoclaved high-performance aerated concrete block self-insulation system shall be used for (VI) frame structures (including some shear wall structures).

2. strictly implement the quality responsibility of external wall insulation project

All parties involved in (VII) construction should strictly perform their duties to ensure the quality of the external wall insulation project, strictly implement the primary responsibility of the construction unit, and strictly implement the main responsibilities of the design, construction, supervision and external wall insulation system material supply unit.

The design, construction and acceptance of (VIII) external wall insulation projects shall be carried out in strict accordance with the GB50016 of "Code for Fire Protection Design of Buildings" and the GB50411 of "Acceptance Standard for Construction Quality of Building Energy Saving Projects" and other relevant standards, specifications, structural atlas and the provisions of this "Notice.

(IX) external wall thermal insulation project must purchase and use all components of the external wall thermal insulation system with qualified quality and complete standards and specifications. The external wall thermal insulation system material supplier shall make technical regulations for all components of the system, and provide the type inspection report, factory qualification certificate, product specification and construction guidance documents of the system and all components. The type inspection report of external wall thermal insulation system shall include weather resistance and wind pressure resistance inspection items.

(X) construction units shall not express or imply the use of external wall thermal insulation system materials that do not meet the requirements of standards and specifications; The design unit shall not design thermal insulation materials and products that do not conform to the standards and specifications and are explicitly eliminated by the state. The special article on building energy-saving design shall include the thermal parameters of the external wall thermal insulation system, the performance indexes of the system and the constituent materials, and the construction practices. The design depth shall conform to the current "Regulations on Compilation Depth.

(11) The review body of construction drawing design documents shall review whether the thermal parameters, structure and performance of each component material of the external wall insulation system conform to relevant standards and regulations. When the design of the external wall insulation project is changed, the construction unit shall entrust the original design unit to modify the design, send the changed content to the original construction drawing design document review agency for re-examination, and shall not lower the design standard.

(12) The construction unit shall inspect the external wall thermal insulation materials entering the construction site. Those that do not meet the requirements of construction drawing design documents and relevant standards and specifications shall not be used in the site. Sampling inspection of products shall be carried out in accordance with the requirements of relevant construction quality acceptance regulations. Construction can only be organized if the sampling inspection results are qualified. The project supervision unit shall organize witness sampling of external wall thermal insulation materials entering the site, the insulation materials and products that meet the design requirements and relevant standards and specifications shall not be used or installed on the building without the signature of the supervision engineer.

(13) Before the construction of the external wall insulation project, the construction unit and the system material supply unit shall jointly formulate a construction technical plan and submit it to the supervision unit for approval, and make a model room or model component on site according to the approved plan, and the insulation project can only be constructed after confirmation by relevant parties.

(14) The construction unit shall specify the warranty period of the insulation project in the project quality guarantee, perform the warranty obligation and bear the liability for the loss caused by the quality problems occurred in the warranty scope and warranty period of the insulation project.

(15) In case of any of the following circumstances, before the construction of the thermal insulation project, the construction unit shall carry out special technical evaluation on the adopted thermal insulation system (including system composition materials, structure, construction technology, etc.), and the evaluation opinions shall be incorporated into the construction technical scheme of the external wall thermal insulation project, and shall be used as the basis for construction, supervision and acceptance:

1. The selected external wall insulation system has no corresponding standard specification;

2, the use of external wall insulation system, the application height of more than 100 meters;

3. The selected external wall insulation system does not conform to the provisions of Part I of this Notice.

3. Strengthen the Supervision and Management of External Wall Thermal Insulation Project

(16) The municipal and district design review management departments shall strengthen the supervision and management of the design depth of the external wall insulation system and the composition of the material and the quality of the construction drawing review.

(17) The municipal and district construction engineering quality supervision agencies shall strengthen the supervision and spot checks on the quality behavior and physical quality of all parties involved in the construction of external wall insulation projects, and urge the construction unit to organize all parties involved in the construction to carry out the acceptance of external wall insulation projects, and strengthen Spot checks on the completion acceptance data of external wall insulation projects.

(18) The municipal and district building energy-saving management agencies shall, in accordance with the "Hubei Province Civil Building Energy Conservation Regulations" and related regulations, strengthen the publicity, training and demonstration of external wall thermal insulation technology, and the municipal building energy-saving office shall promptly release external wall thermal insulation technology and Product information.

(19) According to the division of management, the construction bureaus of all districts and the municipal construction management stations shall, in accordance with the regulations on the quality management of construction projects, the regulations on energy conservation of civil buildings and the regulations on energy conservation of civil buildings in accordance with the regulations on the quality management of construction projects, the regulations on energy conservation of civil buildings and the regulations on energy conservation of civil buildings in Hubei Province.

(20) This "Notice" will be implemented on November 1, 2020. For construction projects that have previously designed insulation systems and have passed the review of construction drawing design documents, the construction unit should entrust the original design unit to carry out design changes for those that have not yet been constructed. For construction projects under construction, construction, construction, and supervision units shall strictly implement relevant standards and specifications and the quality responsibilities stipulated in this "Notice.
