The integration of advanced manufacturing industry and modern service industry is an important way to comply with the new round of scientific and technological revolution and industrial transformation, enhance the core competitiveness of manufacturing industry, cultivate modern industrial system and achieve high-quality development. In recent years, the pace of integration of the two industries in China has been accelerating, but it is also faced with problems such as unbalanced development, weak coordination, insufficient depth, and constraints in the policy environment and institutional mechanisms. In order to promote the in-depth integrated development of advanced manufacturing and modern service industries, the following opinions are hereby put forward after deliberation and approval at the 10th meeting of the Central Committee for Comprehensively Deepening Reform.

1. general ideas and objectives

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to the supply-side structural reform as the main line, give full play to the decisive role of the market in allocating resources, better play the role of the government, and comply with the trend of technological revolution, industrial transformation, and consumption upgrades. Innovate, strengthen cooperation, take points and aspects, deepen business connections, chain extension, technology penetration, and explore new formats, new models, and new paths, promote the integration and growth of advanced manufacturing and modern service industries.

By 2025, a number of in-depth integrated development enterprises, platforms and demonstration zones with active innovation, remarkable benefits, excellent quality and outstanding driving effects will be formed, the investment in productive services of enterprises will be gradually increased, the industrial ecology will be continuously improved, and the integration of the two industries will become an important support for promoting the high-quality development of the manufacturing industry.

2. cultivation, integration and development of new formats and new models

　　(I) promote the construction of smart factories.Vigorously develop intelligent solution services, deepen the new generation of information technology, artificial intelligence and other applications, realize data collection, transmission, analysis, and application across systems, optimize production processes, and improve efficiency and quality.

　　(II) accelerate the application of industrial Internet innovation.Supported by the construction of network infrastructure, the development of application platform systems, and the improvement of security capabilities, we will promote the connection of all elements of the manufacturing industry and the entire industrial chain, improve the collaborative application ecology, and build a digital, networked, and intelligent manufacturing and service system.

　　(III) promote flexible customization.Through experience interaction, online design and other ways, enhance the ability of customized design, strengthen the standardization of parts, accessories refinement, modular management of components, to achieve user-centered customization and flexible production on demand.

　(IV) development sharing production platform.Encourage resource-rich enterprises to open up product development, manufacturing, logistics and other resources to the society, and provide R & D and design, optimization control, equipment management, quality monitoring and other services to achieve efficient use of resources and value sharing.

　　(V) improve the level of total integrated general contracting.Support backbone enterprises in the fields of design, manufacturing and construction to integrate resources, extend the chain, develop a package of services such as consulting design, manufacturing procurement, construction and installation, system integration, operation and maintenance management, and provide overall solutions.

　　(VI) strengthen the whole life cycle management.Guide enterprises to provide online services such as remote operation and maintenance, status early warning, fault diagnosis, etc. through the establishment of monitoring systems, response centers, and traceability systems, to develop product remanufacturing and reuse, and to maximize economic and social ecological value.

　　(VII) optimize supply chain management.Improve the allocation and circulation efficiency of information, materials, funds, products, etc., promote the information interaction and process reengineering of design, procurement, manufacturing, sales and consumption, and form an efficient, collaborative, flexible, safe, green and sustainable intelligent supply chain network.

　　(VIII) development services derivative manufacturing.Encourage e-commerce, R & D and design, cultural tourism and other service enterprises to give full play to the advantages of big data, technology, channels, creativity and other elements, and expand to the manufacturing link by means of entrusted manufacturing and brand authorization.

　　(IX) the development of industrial cultural tourism.Support qualified industrial heritage and enterprises, parks, bases, etc., excavate historical and cultural heritage, develop tourism products that integrate production and display, sightseeing experience, and education and popular science, cultivate industrial culture, and promote the spirit of craftsmanship.

　　(X) cultivate other new formats and new models.Deepen the correlation between research and development, production, circulation, consumption and other links, accelerate the innovation and upgrading of business models, effectively prevent data security and moral hazard, realize advanced and accurate manufacturing, rich and high-quality services, flexible and efficient processes, and mutually beneficial and diversified models, so as to enhance the value of the whole industry chain.

3. Explore New Path of Integration and Development in Key Industries and Key Fields

　　(I) accelerate the pace of integration of raw materials industry and service industry.Accelerate the transformation of raw materials companies into product and professional service solution providers. Strengthen early R & D intervention cooperation, provide targeted development services, and shorten the product development cycle. Encourage qualified enterprises to provide social energy management, safety and environmental protection, information and other services. Promote steel, cement and other enterprises with location and technology advantages to develop services such as waste collaborative disposal, resource recycling, sewage treatment, and heat supply.

　　(II) promotes the deep integration of consumer goods industry and service industry.Focus on differentiation, quality, green consumer demand, and promote the upgrading of consumer goods industry service. Focus on clothing, home, etc., and develop large-scale and personalized customization. Focus on smart phones, home appliances, new terminals, etc., and develop "product content ecology" full-chain intelligent ecological services. Focus on home appliances, consumer electronics, etc., implement the extended producer responsibility system, improve the recycling and dismantling system of waste products, and promote the renewal of consumption.

　　(III) improve the level of integration of equipment manufacturing and service industries.Promote the transformation of equipment manufacturing enterprises to system integration and overall solution providers. Support market-oriented mergers and reorganizations, and cultivate large-scale comprehensive equipment enterprises with general contracting capabilities. Develop high-end industrial software such as aided design, system simulation and intelligent control, and build basic process centers such as casting, forging, surface treatment and heat treatment. Make good use of strong domestic market resources, accelerate the innovation of major technology and equipment, break through key core technologies, and drive the coordinated development of supporting and professional services industries.

　　(IV) improve the whole chain system of automobile manufacturing and service.Accelerate the upgrade of cars from traditional travel tools to smart mobile space. Promote the intelligent development of automobiles and accelerate the construction of an industrial ecosystem. Strengthen data mining applications such as vehicle conditions, travel, charging and discharging, and provide support for automobile manufacturing, urban construction, and power grid transformation. Speed up the construction and layout of charging facilities, encourage qualified places and fields to explore the development of power exchange and battery rental services, and establish a power battery recycling management system. Standardize the development of car rental, modification, second-hand car trading, maintenance and other after the market.

　　(V) deepen the integration of manufacturing services and the Internet.Vigorously develop the "Internet", stimulate development vitality and potential, and create a new ecology of integrated development. Breakthrough in key technologies such as industrial mechanism modeling, digital twins, and information physical systems. In-depth implementation of the industrial Internet innovation and development strategy, accelerate the construction of identification analysis, security system, the development of key industries and regions for the industrial Internet platform. Promote the digital transformation of key industries, promote a number of industry system solutions, and promote the upgrading of internal and external networks of enterprises. Accelerate the innovative application of new-generation information technologies such as artificial intelligence and 5G in manufacturing and service enterprises, and gradually realize in-depth optimization and intelligent decision-making.

　　(VI) promote the efficient integration of modern logistics and manufacturing.Encourage logistics and express delivery enterprises to integrate into manufacturing procurement, production, warehousing, distribution, distribution and other links, and continue to promote cost reduction and efficiency. Optimize the layout of nodes, improve supporting facilities, and strengthen the allocation and sharing of logistics resources. Encourage logistics outsourcing, the development of zero inventory management, production line side logistics and other new business. Promote intelligent transformation and upstream and downstream standard convergence, promote standardized loading units, the development of unit logistics. Encourage logistics enterprises and manufacturing enterprises to work together to "go out" and provide safe and reliable services.

　　(VII) strengthen the organic integration of R & D design services and manufacturing.Aiming at the key links of transformation and upgrading and highlighting short boards, we will promote the integration and development of research and development design services and manufacturing, and promote mutual progress. Guide R & D design enterprises and manufacturing enterprises embedded cooperation, to provide needs analysis, innovation test, prototype development and other services. Carry out special actions to improve the design capacity of the manufacturing industry and promote the transformation of industrial design to high-end comprehensive design services. We will improve the system of intellectual property transactions and intermediary services, and promote the transfer and transformation of innovative achievements.

　　(VIII) strengthen the green integration of new energy production and manufacturing.In line with the trend of distributed and intelligent development, we will promote the coordinated development of new energy production services and equipment manufacturing. Promote intelligent power generation and intelligent energy-using equipment systems to promote efficient energy management and trading. Develop distributed energy storage services to achieve hybrid configuration, efficient management and friendly grid connection of energy storage facilities. Strengthen industrial equipment, smart home appliances and other power big data analysis, optimize the design, reduce energy consumption. Promote the innovation and agglomeration of the hydrogen energy industry, and improve facilities and services for hydrogen energy preparation, storage and transportation, and filling.

　　(IX) promote the integration of key areas of consumer services and manufacturing innovation.To meet the needs of consumption upgrading in key areas and promote the innovation and development of the intelligent equipment industry. Focus on the development of surgical robots, medical imaging, remote diagnosis and treatment and other high-end medical equipment, wearable monitoring, sports, infant monitoring, aging health care and other intelligent equipment, to carry out health management, exercise guidance, precision care and other value-added services, and gradually realize the intelligent equipment, intelligent life. Encourage the application of augmented/virtual reality and other technologies in shopping, radio and television and other scenarios.

　　(X) improve the quality of the transformation and upgrading of the financial services manufacturing industry.Insist on financial services for the real economy, innovate products and services, effectively prevent risks, and standardize the integration of industry and finance. Relying on the advantages of capital, customers, data and credit of leading enterprises in the industrial chain, we will develop supply chain financial services such as bills, accounts receivable, inventory and prepayment financing based on real transaction background. Encourage the development of equipment financial leasing business.

4. play the main role of diversified and integrated development

　　(I) strengthen the leading role of leading enterprises in the industrial chain.In areas with a high degree of product integration and production collaboration, cultivate a group of leading enterprises at the top of the value chain, with the appeal of the entire industry chain and international influence. Give full play to its role as a promoter of the industrial chain, continue to innovate and make breakthroughs in the fields of technology, products and services, deepen coordination with supporting service enterprises, and lead the deep integration and high-end leap of the industrial chain.

Encourage them to explore first, develop professional services, and provide industry system solutions. Guide enterprises in the industry to actively learn from, optimize and innovate, and form a differentiated integration development model path.

　　(III) stimulate the vitality of the integration and development of specialized and special new small and medium-sized enterprises.Give full play to the advantages of small, medium and micro enterprises close to the market and flexible mechanisms, guide them to speed up the innovation of business models, and cultivate a number of specialized new "small giants" and "single champions" enterprises in the subdivision field. Focus on national-level new districts and industrial parks, improve the service system, improve service efficiency, and promote the integrated development of industrial clusters.

　　(IV) improve the comprehensive service efficiency of platform-based enterprises and institutions.Adhere to tolerance, prudence and standardized supervision, build a number of industrial ecosystems dominated by platform-based enterprises, give full play to their advantages in integrating resources and gathering enterprises, and promote the precise connection of production and marketing, efficient and smooth flow. Encourage the establishment of new research and development institutions to meet the needs of technological research and transformation of results. Accelerate the cultivation of high-level quality technical service enterprises and institutions, and provide high-quality measurement, standards, inspection and testing, certification and accreditation services.

　　(V) release the potential for the integration and development of other types of subjects.We should guide institutions of higher learning, vocational schools, scientific research, consulting, finance, investment, intellectual property and other institutions to give full play to the advantages of talents, capital, technology and data, actively start businesses and innovate, and develop new industries and new formats. Give full play to the important role of industry associations in coordinating services, and encourage the establishment of new industrial alliances across regions, industries, and fields.

5. safeguard measures

　　(I) optimize the development environment.Clean up the regulations, normative documents and other policy measures that restrict the integration and development of the two industries. Relax market access and deepen the reform of the qualification, certification and accreditation management system. Reform and improve the bidding system. Promote the open sharing of government data, give full play to the value of social data resources, and promote the integration of data resources and security protection. Establish a product quality control mechanism for consumer network platforms. Accelerate the establishment of a unified identification standard system for equipment and products that meet the needs of industrial Internet and intelligent application scenarios. Research support for service export policies in the manufacturing sector. Improve government procurement policies. We will support localities where conditions permit to carry out research on statistical monitoring and evaluation systems for integrated development. Regulate and strengthen anti-monopoly and anti-unfair competition law enforcement in accordance with the law. Establish an innovative, efficient and collaborative mechanism for promoting the integration of the two industries.

　　(II) strengthen land security.Encourage local innovation in the supply of land, revitalize idle land and inefficient land in cities and towns, and implement supply methods such as long-term leasing, first lease and then concession, and a combination of lease and concession to ensure the demand for land for the integration of the two industries. Local governments are encouraged to explore the mode of industrial land use with a moderate mixture of functions. If two or more uses are compatible on the same land, the mode of supply shall be determined according to the main use, which may be determined according to the proportion of construction area or the importance of functions. In line with industrial and land use policies, land parcels with independent division conditions can be merged and divided. For enterprises to use the original land to build logistics infrastructure, in the plot ratio adjustment, planning permission and other aspects of support.

　　(III) increased financial support.Financial institutions are encouraged to provide medium-and long-term financing adapted to the characteristics of their production and construction cycles to enterprises and projects developed by the integration of the two industries in accordance with the principle of commercialization, to steadily carry out M & A loan business, and to actively support the development of supply chain financial services. Support the listing and financing of qualified enterprises and the issuance of corporate bonds, corporate bonds and non-financial corporate debt financing instruments. Improve the discipline and professional system, deepen the reform of vocational education, deepen the integration of production and education, improve the level of school-enterprise cooperation, build a group of production-education integration enterprises and training bases, implement modern apprenticeship and new enterprise apprenticeship, and accelerate innovative and skilled Talent training. 　　(V) pilot projects for the integration of the two industries.We will support cities and industrial parks with conditions, carry out pilot projects for regional integrated development, and take the lead in innovating management methods, improving working mechanisms and innovative land use, statistics, and market supervision. Encourage representative enterprises in key industries and fields to carry out pilot projects for the integration of industries and enterprises, explore feasible model paths, accelerate industry transformation and upgrading, and build world-class enterprises.

To promote the deep integration of advanced manufacturing and modern service industries, it is necessary to strengthen organizational leadership and strengthen the main responsibility. All departments should speed up the introduction of supporting policies and rules, and strengthen business guidance; all localities should conscientiously implement the requirements of this opinion, promote the development of pilot projects, timely study and solve major problems encountered in the implementation process, timely summarize good experiences and practices, and report according to procedures.
